In recent years, along with the acceleration of China’s urbanization process, urban scale entered the period of rapid development and expansion, in the areas surrounding the cities formed a land use properties, strength, spatial structures and landscape etc. from urban to rural type conversion of the special zones, is the combination of urban and rural areas, the regional land use structure complex, types present diversity is urban construction land, rural construction land and rural agricultural land of the Trinity composite zone. Land use efficiency is not high in the urban and rural areas, the land use structure is irrational, the coordination of land use type is poor, the infrastructure is backward, the lack of public facilities, complex property rights and other issues. At the same time, due to the planning and management of land and land use management is relatively weak, land units blindly illegal occupation of land, waste land and other phenomena provide the breeding environment and the existence of many violations of land use issues, such as collected rental, invisible land transactions, illegal construction area, has not approved the first use, a small number of levy and. So in the peri urban area land utilization is messy and complicated, and the contradiction between, centralized, land use is a complex problem and active has become focus and the difficult part of the work of land management. Research on how to improve the integration of urban and rural areas of land use efficiency, the level of intensive use of land has more and more by attention and research, and our country for urban and rural areas combined with construction area of land intensive utilization evaluation of relatively is still in initial stage, based on this, this paper in Shenyang City as an example, carry out urban and rural combined with the Ministry of construction land intensive use evaluation research. This paper first studies and analyzes the current foreign and domestic scholars on the urban and rural areas of the connotation, the scope of the definition, and the situation of land intensive use of research., this paper takes Shenyang for example constructed urban and rural areas in Shenyang City combined with the Department of regional identification index system, using a threshold value method, through Arc GIS software overlay analysis function, in Shenyang urban and rural combination division, again by remote sensing image interpretation correction method of urban and rural combination of identifying and correcting. Finally, in Shenyang urban and rural combined with land use status and characteristics are analyzed. By using the method of the quantitative analysis and the space image recognition, in Shenyang urban and rural combination of temporal spatial evolution analysis, analysis of the Shenyang City from 2005 to 2012 8 between urban and rural residents of evolution. On this basis, according to the combination of urban and rural areas in Shenyang City characteristics, adjust measures to local conditions to develop the urban and rural combination of evaluation index selection principle and basis and from the land input level, land development, land using strength, land output efficiency, flexibility in five aspects constructed urban land intensive utilization evaluation index system, and in Shenyang City as an example of empirical research. Based on the comprehensive analysis of the evaluation results, the policy suggestions are put forward to promote the intensive use of construction land in urban and rural areas of Shenyang City, which provides reference for land management in the area.
