China’s economic development zones have taken an important part in the development of its regional economy for more than thirty years. However, ghost city phenomenon and islet phenomenon which due to incompatibility between urbanization and industrialization of development zones have restricted the sustainable development of economic development zone hardly, and have caused low degree of intensive utilization of land and low degree of land comprehensive production efficiency. Considering about this, the paper studied on city-and-industry-integration development zones’ intensive land-utilize which is of great significance to the sustainable development of economic development zones.The paper discussed the relationship with system between city-and-industry integration and land intensive utilization theory basing on the study of relative conceptions and theories firstly. And then built indicator system after analyzed the characteristics of city-and-industry-integration and existing correlative indicator system such as urban evaluation index system of intensive land-utilize and development zone’s evaluation index system of intensive land-utilize. The system stood out the urbanization degree and industrialization degree and the coordination degree between them. It took AHP method to calculate the index weights, and made a discussion on data processing, evaluation criterion and implementation process. After that, the paper applied the model to the evaluation of intensive land-utilize of three development zones in Anhui province. The result showed that the model performed well on practicability and maneuverability. Finally the paper made a suggestion on the path to city-and-industry-integration for economic development zones. The paper performed an important function on the construction and development of city-and-industry-integration development zones.
