Inner Mongolia is a big province of forestry in China, and it is an important ecological barrier in North China. The development of forestry industry plays an important role in the construction of ecological civilization in our country. State Forestry Administration issued a resolution from April 1,2015 to stop the northeast, Inner Mongolia state-owned forest commercial logging. The commercial logging of natural forest is the inevitable choice for the construction of ecological civilization, but the forestry industry is bound to face the pain of transition period. The top priority of forestry industry transformation is the optimization and adjustment of forestry industry structure. In this paper, the research is carried out in this context, referencing the actual situation of forestry in Inner Mongolia, to study on the optimization of forestry industry structure in Inner Mongolia.This paper first defined the forestry industry structure and forestry industry structure optimization and other related concepts, describing the basic theory of forestry industrial structure optimization and grey system, analysing on the current situation of forestry resources and forestry industry structure in Inner Mongolia and the problems existing in the structure of forestry industry. Second, using the data of three industrial output value and gross output value of forestry in Inner Mongolia from 2005 to 2014,the intrinsic relationship and interaction factors among the first, second and third forestry industry using gray concern were analysed, to judge Is it reasonable to analyze the structure of forestry industry in Inner Mongolia; using the method of grey correlation analysis to calculate the correlation degree between forestry industry and Industry, to determine the largest forest industry associations and the sub-industry; last, using the grey development decision method to calculate the development coefficient of each sub industry of Inner Mongolia forestry industry, combining the correlation degree and the development coefficient to carry on the comprehensive rank to the industry to provide decision basis for selecting forestry priority development industry.Through the analysis, we can draw the following conclusions. The problems existing in the structure of forestry industry in Inner Mongolia are follows. First, Industrial structure is not reasonable; second, low level of forest cultivation; third, low added value of forest products; forth.the slow development of emerging industries; fifth, science and technology innovation ability is not strong. So the overall idea of Inner Mongolia forestry industry structure optimization is:first, based on ecological protection and it is also the State Council’s require on accelerating the construction of ecological civilization; second, leading industry as the core to drive the development of other industries; third, concentrate on the construction of science and technology, information forestry; forth, enhance financial support to forestry. The strategy of optimizing the structure of forestry industry in Inner Mongolia are:first, Strengthen the development of forest cultivation based industry;second, increase the added value of wood products; third, developing forestry economy and improving economic efficiency; forth, develop the forest tourism service industry.
