Research On Evolution And Development Of Forestry Industry Of Inner Mongolia National Forest Areas In The Northeast

Forestry in China has been made positioning ajustment for three times, since new China was founded. Forestry production has great changes, and gradually evolves from timber production-led to ecological service-led. Forestry positioning of state-owned forest area also changes with national forestry positioning, it turns to providing ecological benefits mainly instead of wood and forest products. The status and effect of forestry of state-owned forest area are increasingly clear in the whole forestry system. Reposition on forestry of state-owned forest area brings new opportunity and challenge for the development of forestry industry of Inner Mongolia state-owned forest area in the northeast, and the challenge is to gradually narrow wood production scale creating great economic benegfits, the opportunity is to decreasing wood production will lead to growing and developing more resources utilization of wood profound processing industry, chemical products processing industry and so on. Therefore, we need to grasp evolving and developing patterns of many forestry industries like timber harvesting, wood processing industry, forest tourism and relaxation service in Inner Mongolia state-owned forest area in the northeast under the new condition. So the research has the realistic significance to correctly recognize development direction of forestry industry and make its development objectives and policies.Under the guidance of lifecycle theory, industrial structure theory, industrial organizatoin theory, industrial cluster theory and forestry economy theory, the paper applies the methods of combination of quantitative analysis and qualitative analysis and combination of normative analysis and empiracal analysis to make researches on evolvement and development of forestry industry of Inner Mongolia state-owned forest area in the northeast. First of all, on the basis of clearly defining the meanings of forestry industry and forestry industry evolution, the paper analyzes factors of forestry industry evolution and considers that technology innovation is its basic driving force, the supply factor is its basic condition, the demand factor and the international factor are its traction power, and policies and regulations are its control measures; meanwhile, the paper analyzes forestry industry evolution process of Inner Mongolia state-owned forest area in the northeast from the view of the industrial scale, structure, organization and layout, and considers that the industrial structure, organization and layout in the forest area tend to be optimized, but there are still some problems such as unreasonable industrial structure, low industrial concentration, low product differentiation, low barriers to entry, high barriers to exist and unobvious industrial cluster phenomenon and so on. Second, the paper measures the evolution stages of forestry industry and other relevant industries in the forest area by applying Logistic and Compertz growth curve methods, and specifically analyzes features and regulations of evolution of forestry industry in the forest area, and whether the features of forestry industry evolution follow its regulations; because of this, the paper analyzes the factors influencing forestry industry evolution in the mature stage and growth stage by multiple linear regression model, builds the multiple nonlinear regression equation, and gets significant factors influencing forestry industry evolution. Third, according to statistical datas from2008to2010, the paper evaluates the development level of forestry industry of Inner Mongolia state-owned forest area in the northeast at the moment from two ways of industry output scale and forestry industry input-output efficiency, and confirms the position of development level of Inner Mongolia forestry industry compared with other provinces under the significant factor. At last, by the comprehensive, systematical and scientific research on the evolution process, evolution stages, factors and industrial development level, the paper proposes the general development ideas for forestry industry of Inner Mongolia state-owned forest area in the northeast, and builds and consummates the system supporting development objective of forestry industry from the ways of elements, technique, demands, systems and policies, and gives specific solutions and measures.
