The Low-carbon Economy Development Path Of The County Demonstration Pilot Zone Of Ecological Civilization

Since the industrial revolution, coincident with the growing of global science and technology level and the improving of people’s requirements for the quality of life, human’s exploitation of natural resources has been accelerated. As a result, the global ecological environment has unbalanced, so academia has increasingly concerned about the research on the low-carbon economy development path. Based on the growing complex condition of environmental pollution, the Party has clearly pointed out to promote the construction of demonstration pilot zone of ecological civilization. Furthermore, the research, which the academia established the demonstration pilot zone of ecological civilization with the low-carbon economy development as the key clue, also arises at the historic moment. However, the present studies are favor of Provincial and Municipal macro qualitative research and the previous are aimed at the given area, whose conclusions are greatly limited.Selecting the County demonstration pilot zone of ecological civilization as the research direction, referencing to the indicator of the construction of Ecological County and the new rural issued by China’s Environmental Protection Administration, the paper combs the differences between County and Provincial and Municipal demonstration pilot zone of ecological civilization and builds the universal evaluation indicator system of the low-carbon economy development of the County demonstration pilot zone of ecological civilization(hereinafter as the County low-carbon economy development). Based on this, combined with the feature of the economy development in QiXian, this paper has established a set of evaluation indicator system of low-carbon economy development with QiXian characteristics, which relates to five primary indicators including the social and economic development, carbon sink construction, pollution reduction, energy saving and low-carbon construction and twenty-six secondary indicators. In the example analysis, firstly, the paper obtains that the low-carbon economy development in QiXian is fluctuant on the rise by multiply evaluating the 26 secondary indicators in QiXian from 2004 to 2013 by using the evaluation method of integrating entropy weight – GRAP – TOPSIS. Secondly, the paper verifies that the indicator system we build is of usability with the relative error which main indicators is simulated in QiXian from 2004 to 2013 by using the system dynamics model under 10%. Last but not least, we have given the guidelines of QiXian low-carbon economy development path with the prediction of the recent trends in 2014 to 2020 of QiXian’s five primary indicators. Combined with the results of the example analysis in QiXian, the paper puts forward to scientific achieving path of the County low-carbon economy development in our country.The low-carbon economy development path of the demonstration pilot zone of ecological civilization is a deep research of the direction of the low-carbon economy development according to the late situation. The paper has offset the lack of the number of quantitative research literatures of the County demonstration pilot zone of ecological civilization. Furthermore, by proving the availability of the universal evaluation indicator system of the low-carbon economy development mentioned in the paper, we have given constructive opinions about the County low-carbon economy development in our country from now on. Consequently, it has certain theoretical and practical significance of this study.
