Research On The Evaluation Of The Competitiveness Of The Pilot Demonstration Zone Of Ecological Civilization

Innovation-driven economic development and ecological civilization construction have been put on a strategic height of national economic development since the 18th party's.Under the innovation-driven and green development strategy,the establishment of the ecological civilization first demonstration areas and ecological civilization experimental areas become important measures of the ecological civilization construction.By 2017,there're 100 ecological civilization first demonstration areas and 3 ecological civilization experimental areas have been approved,which indicates that the construction of China's ecological civilization has entered into a fully accelerated phase.The contradictions between the ecological civilization and economic development are not absolutely opposite,but they should be promoted and coordinated by each other.Under the economic globalization and innovation-driven economic,regional competitiveness is facing new challenges,which are problems that how to turn the ecological disadvantage into advantage,how to fully play the ecological advantages,and quickly transform it into economic advantage to build the core competitiveness.Combined with the professional knowledge and the experience of the project of"Research on Perfecting the Market-oriented Mechanism of Technological Innovation"and "Xi'an Chan Ba Ecological District's Development Report",I set the title of this paper is "the evaluation of ecological civilization first demonstration areas' competitiveness",aiming to provide strategic suggestions for speeding up the regional development.This paper mainly referred to the index system of the WEF and the IMD on competitiveness evaluation,the comprehensive assessment index of the national ecological Province and city(county)and the goal of ecological civilization first demonstration areas,etc.This paper constructed the index system of the evaluation of ecological civilization first demonstration areas' competitiveness,which includes the quality of economic development,the development of social undertakings,the construction of ecological civilization and the level of innovation development.The research selected 47 ecological civilization first demonstration areas as a sample,made four evaluations of each part,followed by the analysis of relationship of each other and the multiple regression equation according to the results.Then this paper explored the competitiveness's internal relationship by measuring the coupling coordination.The results of this paper are as follows:(1)The World Economic Forum(WEF)divides the national economic process into a factor-driven phase,an efficiency-driven phase,and an innovation-driven phase based on GDP per capita and resource intensity.Based on the criteria for the economic process of the World Economic Forum(WEF),it can be found that most of the ecological civilization first demonstration areas are in the stage of efficiency driving and the transition from efficiency to innovation-driven and a little region have been in innovation-driven stage,analyzing the data of GDP per capita each region.(2)The development of ecological civilization first demonstration areas is unbalanced.There is a current situation,imbalance of the development between "East-Mid-West" regions and in the region(province)which there are always "special"economies in the district(province)different from other parts of the region,results from the competitiveness evaluation and the relationship between each module.(3)The level of innovation development has a great effect on the promoting competitiveness,and followed by the quality of economic development,the construction of ecological civilization and the development of social undertakings.(4)The construction of ecological civilization is becoming the important part of the regional competitiveness gradually.The comparative analysis of six kinds of coupling coordination degree among the modules of the competitive ability shows that the economic and ecological civilization of ecological civilization first demonstration areas are in a coordinated progress,and the coupling coordination between innovation and ecological civilization is in a middle level.Finally,according to the conclusion of empirical analysis,this paper puts forward some countermeasures and suggestions for cultivating and enhancing the competitive advantage of the ecological civilization first demonstration area.Firstly,in order to protect and stabilize the green ecological development needs,it should construct a comprehensive public action system to participate in ecological and environmental protection,and increase the R&D of ecological technology to improve the proportion of green innovation investment,aiming at strengthening the coupling coordination between innovation and ecological development.Secondly,it should promote the transformation and application of innovation achievements,by adhering to the "market demand-oriented".Finally,it should form a development system,a "point-line-surface" system,which could strengthen the interaction between the regions to promote advanced areas driving backward areas so as to narrowing the gap between regional development.
