Evaluation On Input-output Efficiency Of Tianjin Science And Technology Talents

21 centuries were among the variety of competition, including competition in overall national strength ,technology competition, economic competition and cultural competition, but ultimately are reflected in the talent competition. The national pay more attention to the important role of human resources, especially in science and technology talent. Talent is the most important and most scarce strategic resources, is an important driving force to promote economic development, is the backbone of scientific and technological research. Government in 2010 the "National Program for long-term talent development" put forward in the next decade of scientific and technological personnel training and the introduction of specific measures.In this paper, theoretical analysis and empirical research combined, quantitative analysis and qualitative analysis combined, and horizontal analysis and vertical analysis combined. In this paper, it used the data envelopment analysis to analysis the ranking of input-output efficiency of Tianjin talents in 21provinces and cities. Also it analyzed the 2005-2008 input-output efficiency of Tianjin talents. Not only found the gap between it and other cities, but also found out its own development and inadequate. Through access to a large number of documents and summary, coupled with the difficulty of data collection, this paper selects the amount of research expenditures, R & D expenditure, local government funding and large and medium industrial enterprises technology R & D expenditure as investment in technology professionals'indicators; and chooses Patent applications, patent grants, technical market turnover and high-tech product exports as talents output indicators. The results show that Tianjin`s input and output efficiency in 21 selected provinces and cities is No. 12 and the efficiency value of 0.698. Although the investment of Tianjin's technology talents is high, the low of output quality caused s inefficiency.In the end, this paper puts forward some countermeasures and suggestions: To reduce investment, so that limited resources for maximum advantage; to establish the transformation of scientific and technological achievements system; use of regional advantages in Tianjin to attract the country and overseas top talent; self-cultivating innovative high-level personnel; vigorously develop the service industry, to retain personnel.
