Evaluation And Research On Agricultural Economy Of Counties In Heilongjiang Province Based On TOPSIS

China is an agricultural country, agriculture not only is the foundation of the national economy, but also is the foundation of social development and progress. If the agricultural economy development cannot grow, the living standards of farmers ca nnot be improved and the stability of the rural areas may be destroyed, thus affect the economic development level and social stability of the whole society. Agriculture is the production department to provide the necessities for human existence, the development of agricultural economy is the social division of labor and the other departments of the national economy as the basis for the further development of the production sector Because of the difference of various conditions, the agricultural economic development in different regions is different. Therefore, the comprehensive analysis of regional agricultural economic development is conducive to promoting the rapid development of agricultural economy, the objective evaluation of regional agricultural econ omy is an important means to reduce the gap between agricultural and economic development.In this paper, we first introduced the basic situation of Heilongjiang,the achievement of Heilongjiang agricultural economy and problems existed in agricultural econ omic development;Secondly,selected the relevant factors and the county’s agricultural economy development and index factors were divided into three categories,by using the gray correlation analysis method to sort the factors, to find the influence factors of the economic development in the county agricultural;Thirdly,by used of analytic hierarchy process(AHP) and entropy method to determine weights and through TOPSIS model to carry on the appraisal to the county agricultural economy of Heilongjiang Province, included the overall evaluation and classification evaluation. The results showed that there was great difference in the county agricultural economy development in Heilongjiang province.(1)The comprehensive evaluation results showed that,the five counti es who had achieved good development advantages in county agricultural economy of Heilongjiang province is;Wuchang City,Zhaodong City,Mohe County City,Helen county and Tahe County, the development of this goal is called economic driven type;(2)From the angle of economic indicators to evaluation who had achieved good development is:Wuchang County, Zhaodong City,Shuangcheng City, Bayan county and Fujin city, the development of this goal is called economic driven type;(3)From the perspective of ecological indicators to evaluate who had achieved good development is:Kedong County, Tonghe County,Sun Wuxian,Mulan county and Xunke County, the development of this goal is called ecological benefit type;(4)From the perspective of social indicators to evaluate the agricultural development level of county economy in Heilongjiang province who had achieved good development is: Wuchang City, Zhaodong City,Helen City, Bayan County,Jiayin County, the development of this goal is called social leading type;In the end,according to the ranking results,some suggestions were put forward for the economic development of backward counties and districts.
