The Influence Factors And Countermeasure Research In The Development Of The Family Farm In Heilongjiang Province

The "Agriculture, Country, Peasant" problem has been one of the main problems in the development of our country to face by,and the development of new type of agricultural management main body is "to promote agricultural development,to create modern rural areas,to ensure the farmers’ income" the key to break through.As early as in 1984,in the "File Number One", "Family Farm" was put forward for the first time as the concept of agricultural management main body;In 2013 the "File Number One" emphasized to innovate system of agricultural production and operation,to vigorously support the family farm,professional investors,and other forms of new farmers cooperative organizations;In 2014 the "File Number One" pointed out to support and develop new type of agricultural management main body,to carry out the family farm registered;In 2015 the "File Number One" furtherly pointed out to speed up the construction of the new agricultural management system,to encourage the development of appropriate scale of peasant household family farm;In 2016 the "File Number One" furtherly put forward to lead a variety forms of agriculture moderate scale management,to actively foster new type of agricultural management main body,such as family farm,professional investors,farmers cooperatives,agricultural industrialization leading enterprises and so on.Therefore,as an important component of new type of agricultural management main body,the family farm is effective means to promote rural land circulation, to promote the agricultural scale management,to guarantee the farmers’ income,to create innovative farmers, to construct modern rural,is also the important guarantee mechanism to develop green agriculture in our country, to promote agricultural sustainable development,and carrying out the research of the influential factors of family farm development has profound theory and practical significance.This paper takes Heilongjiang Province as the study area,the family farm as the research object,analyzes relevant research at home and abroad,defines the concept and connotation of family farms,analyzes the differences with other agricultural business entities,detailedly analyzes the difficult dilemma in the development of family farms such as the hard circulation scale in rural land,the limited financial support,the low service level of agricultural production,the low operation quality of farmers and the hard implementation of the support policy,the paper gives the factors of policy support,economic environment,social service environment,technical environment and farmer personal characteristics are the main factors influencing thedevelopment of family farms, based on the survey data to analyze the structural equation model and the measurement analysis results show that:policy support,economic environment and personal qualities directly affect the development of the family farm,play a key, support and core role;social service environment partly impacts the development of the family farm;science and technology environment has no significant effect for the development of family farms.Finally,this paper presents four aspects of targeted countermeasures and suggestions such as to increase policy support for the family farm,refine support means;to optimize the environment for economic market,provide diversified financial support;to enhance the ability of social services,meet the development needs of the family farm;to enhance the quality of family farmers,build the modern agricultural professional farmers.
