The land area of China is vast, however the land resources per capita are scarce. High-speed development of Chinese economy in recent years triggered a large number of construction land demand, but the results of the survey show that the use degree of construction land is low, about 4% of the town land is idle, and by inefficient use of about 40%. With over ten years of rapid development of urbanization in our country, the traditional extensive "old model of urbanization" will produce a series of problems, such as high cost, industrial upgrading hysteresis, so the "new" urbanization construction can fit the requirements of the current land intensive utilization better. Chaohu lake basin is one of the most important water source and ecological conservation in our country, it is the economic circle of Anhui province and the core region of wan jiang city belt. At the same time, this region is the key development zone and ecological function areas, so its contradiction in the allocation of regional land resources is prominent.This study put forward chaohu lake basin in urban and rural construction land intensive utilization evaluation method under the background of the new urbanization, combining the characteristics of the chaohu lake watershed. Qualitative and quantitative evaluation of the urban and rural construction land intensive utilization status of chaohu lake basin is made respectively. Then the distribution characteristics of the current land use types and existing problems is concluded. Finally the corresponding policy recommendations is put forward aimed at the status and problems.In qualitative evaluation, land use types of chaohu lake basin is judged by the decoupling elastic of economic development and urban and rural construction land change. The results showed that four districts of Hefei and Feixi, Juchao district area is intensive dilated, and other counties is inefficient dilated. In quantitative evaluation, the highest level of economical and intensive utilization of land is Luyang district, belonging to the land use type Ⅰ, Shushan, Yaohai and Baohe district belong to the land use type Ⅱ, Feixi, Lujiang and Feidong county belongs to the land use type Ⅲ, Juchao, Changfeng, Wuwei, Shucheng, Hanshan and Hexian county belong to the land use type Ⅳ.Policy recommendations is made from the evaluation results. Firstly the coordinated development of urban and rural areas should be promoted. Then the land intensive utilization evaluation and regulation mechanism should be improved. Finally, the land information trading platform should be constructed.
