With the development of organic agriculture market and the growing export amount of organic products, our country pays increasingly attention to the production of organic products, the formulation of marketing standards and the implementation of certification. At present, a complete organic certification system, which is composed of organic legislation, supervision system, organic standards, inspection and certification system, and the farm internal control system has been established in China. However, the organic industry and the organic certification started late in our country, and they are now still at the stage of gradual standardizing and rapid developing. The actual situation of organic certification of many enterprises indicates that some problems existed in the organic certification system in our country need to be solved, also organic certification system needs to be further improved.This paper is based on the investigation and analysis of the relevant laws and regulations, standards, implementation,inspection and supervision of organic certification in China, to analyse two typical cases of organic certification for combing and dissecting the existing problems of organic certification in our country,to supply the countermeasures and suggestions for improving the organic certification system and strengthening the standard management of organic certification when on the conditon of integrating the characteristics and development trend of organic agriculture in China, as well as the experience of foreign organic certification.This study considers that the main problems at present are as follows, jumbly organic certification hard to distinguish the fake from the real, and endless emergence of counterfeits; inadequate supervision on the certification authority which is short of credibility;, skeptical attitude towards the organic food certification exuded by a number of consumer groups, disadvantageous results from certification consultation organization handling the entire procedures to obtain certification qualifications, which is hard for enterprises to well understand organic certification;fraud chance grow out of attaching great importance to the result but ignoring the process, and lacking supervision after certification qualifications being obtained,; absence of law enforcement to effectively curb illegal activities.This research suggests that the public authority should be weakened and the responsibility of market subject behavior should be strengthened; and a diversified food certification system should be established to inspire the fair competition of organic certification institution. Some other measures,such as further strictly regulating the organic certification of production access mechanism,strengthening law enforcement supervision,improving public awareness of the organic certification, guiding the public to establish the concept of consumption of organic food,etc. also should be carried out to set up and stick up for the social credibility aim to eliminate the misunderstanding of consumers on organic certification products, to make the organic agriculture step into a healthy development track, and to promote the sustainable development of organic agriculture.
