Performance Evaluation Of Rural Land Circulation Pattern In Yinglin Town Of Jinjiang City

In the recent years, rural land management rights have been a focus of the nation. There is a positive response from the people, in some of the policies which have been continuously improved. In this article our research focused on Yinglin town in Jinjiang city investigating the current situation on land distribution/circulation. We analyze current issues on distribution/circulation process and establish corresponding performance through evaluation index system by evaluating some primary distribution system pattern comprehensively. Hopefully the research would provide useful reference points to Jinjiang city and any other areas.The essay is based on a set of related theory which including issues such as, land property, institutional changes, land rent and the relationship between human and land, evaluation and research on the land circulation pattern in Yinglin town. We adopted field investigation, questionnaire survey, semi-structured interview, analytic hierarchy process, entropy weight and comprehensive index method. At the outset, we collected related data on Yinglin town land circulation by visiting its relevant responsible people. Farmers were the main representatives and a large number of sampled households. We then, undertook scaled objectives, form, duration and some other aspects into consideration, we carried out descriptive statistics on land circulation phenomenon based on which we divided Yinglin town land circulation into three main patterns, including the predominantly rent farmers spontaneous pattern, within their land being given priority to collective organization of leading pattern, and the joint stock cooperative system being given priority to capital dominated pattern. Furthermore, we adopted 12 index from the aspects of economic society and ecology, establish corresponding performance evaluation index system. The system can meet multi-evaluation by analyzing and summarizing it from the three aspects to comprehensive performance to the town’s main land circulation patterns. We defined weight allocation by employing analytic hierarchy process and the entropy weight method, and which can set different circulation patterns’comprehensive performance by employing integrated performance. The research indicate a comprehensive performance of the predominantly rent farmers spontaneous pattern is 16.94. The comprehensive performance of in their land is given priority to collective organization of leading pattern is 35.96. The comprehensive performance of the joint stock cooperative system is given priority to capital dominated pattern is 50.96, inevitably, we see the joint stock cooperative system is given priority to capital dominated pattern is the best choice of the three kinds of land circulation patterns in Yinglin town. Lastly based on this research it’s easy to know by being engaged in advocating the extensive use of joint stock circulation pattern. In the meantime, it’s important to put forward suggestions in the following areas, to change their concept for scientific view of land policy, to strengthen management and guidance, to standardize land operation procedure and improvement of market system of land transfer system and social service, to some extent, helps to improve the land use ratio and agricultural development.
