Performance Evaluation Of Difference Rural Land Circulation Patterns

Land is the most basic means of production in agricultural production, it is the material base and precondition for human survival and social economy development. From2004to2013, the Central Committee of the Communist Party of China and the State Council focused on the question of" three agriculture" by issueing the Central Document No.1in those successive10years, enough to see its great attention to the rural reform and agricultural development. Land problem is the core of the question of "three agriculture", it also has been the main problems affecting the development of countryside, agriculture and farmers.At present, under the market economy system, it needs ensuring the rational flow of rural production factors and improving the efficiency of configuration of land resources to optimize configuration of land and other production factors to realize the further development of agriculture and rural economy, while the rural land circulation is an important approach to achieve optimal allocation of land resources. In June2007, approved by the State Council, Chongqing became the balance urban and rural comprehensive reform experimental zone ahead, accelerating reform of the land system, exploring new models of land circulation, promoting the rural land circulation is the key to realize urban and rural development. Therefore,to better to evaluate the performance of rural land circulation, scientific and reasonable performance evaluation different flow patterns of rural land, to select suitable mode of rural land circulation to promote to achieve the goals of urban and rural development. this article selects Chongqing metro area as the study area, with206peasant household survey in the study area and collecting data based on the relevant departments, by building a set of scientific and reasonable performance evaluation system for the rural land circulation, establishing appropriate evaluation model, comparison and analysis of different rural land circulation patterns produced by the performance. The main research contents and conclusions were as follows:(1) Based on the analysis of the questionnaire to206farmers, According to the different flow mode, The rural land circulation pattern in the study area is divided into predominantly rent farmers spontaneous circulation model (hereinafter referred to as farmers spontaneous circulation mode), with the joint stock cooperative system is given priority to participate in market circulation mode (hereinafter referred to as market participation transfer mode), and in there land is given priority to transfer collective dominant mode (hereinafter referred to as collective leading flow mode). Fusion of principal-agent theory, analysis the characteristics and formation mechanism of the three kinds of different rural land circulation mode.(2) Based on statistical analysis of questionnaire to206peasant households, the behavior of peasant household land mobility in the study area is given priority to with transfer behavior, accounted for74.27%, transferred to occur with less is not involved in the land circulation behavior. The author believes that the will of farmers land circulation mainly by agriculture accounted for the proportion of household income, farmers labor endowment and the influence of factors such as social security function.(3) The paper starting from the goal and the function of rural land circulation, from three aspects: economic, social and ecological,12indicators are selected to evaluate the rural land circulation economic performance, social performance, ecological performance. Using the analytic hierarchy process and entropy weight method of rural land circulation performance of each evaluation index are combined empowerment. Constructing performance evaluation system of rural land circulation is an effective way for studying land circulation effect comprehensively and is helpful for identifying practical effects of different land circulation modes. Through the empirical analysis, results show that the single performance differences of different land circulation modes have important instructive significance, which should not be ignored. The farmers spontaneous circulation pattern, the collective flow model, the collective dominant flow patterns can be produced in different extent are economic performance and social performance, farmers spontaneous circulation mode of economic performance and social performance are38.64and36.92respectively; Market circulation mode of economic performance and social performance are63.83and97.48respectively; Collective leading flow patterns of economic performance and social performance are61.82and58.97respectively. And the ecological performance is not all positive, farmers spontaneous circulation mode of ecological performance of28.18; Market circulation mode of ecological performance of14.59; Collective leading flow pattern of ecological performance for 71.65.The results show that a certain kind of rural land circulation mode of a single performance is not necessarily better than at the same time another kind of rural land circulation mode. However market participation transfer mode has the highest demand for resources, collective leading flow mode has the higher demand for resources, farmers spontaneous circulation mode is minimum, so it is more common in villages.(4) Based on the analysis on the comprehensive performance of three kinds of rural land circulation mode,results show that the comprehensive performance of farmers’ spontaneous circulation pattern is29.94, the market circulation mode of comprehensive performance of91.10, collective dominant circulation mode of comprehensive performance of46.40.The results showed that the high degree of marketization is given priority to with the joint stock cooperative system of the market circulation mode of comprehensive performance is better.
