Study On The Circulation Patterns Of Rural Land And Performance Evaluation Of Luoshan

With the development of China’s industrialization and urbanization, hundreds of thousands of agricultural labor transferring to non-agricultural industries in cities and towns or cities of township enterprises, land circulation has gradually become the new bright spot of economic development. At present, the rural land circulation is entering the new stage: land circulation speed is faster and has varieties of patterns.This paper reviews the evolution of China’s rural land circulation system. The paper selects the typical twelve villages of the Luoshan county as the study area, and selects 240 farmers as sample. Through literature, questionnaire and on-the-spot investigations to obtain the latest data of Luoshan county land circulation, the paper concludes the land circulation patterns of the Luoshan county. Moreover, based on this original data and typical cases, the article selected six economic indicators, including the farmers’ income level change index, the land output value change index, etc. In order to evaluating the different performance of the rural land circulation patterns, this paper builds a set of scientific and reasonable performance evaluation system and appropriate evaluation model for the rural land circulation, using the analytic hierarchy process(AHP) and entropy weight method. The main research conclusions of this paper are as follows:Firstly, by analyzing the effective questionnaire, the paper finds that the majority of the sample farmers of the Luoshan county tend to transfering the land, rather than receiving the land. This reflects that the influence factors of rural land circulation are the non-agricultural income, social security and the families’ labor conditions.Secondly, the paper selects six economic indicators and establishes a set of appropriate evaluation model to comparing and evaluating the different performance of the rural land circulation modes, using the analytic hierarchy process(AHP) and entropy weight method and combination empowerment method. Through the case analysis, the results indicate that the most important factors influencing rural land circulation economic benefits is that improve the efficiency of land output, increase farmers’ income, expand the scale of land management.Thirdly, based on the economic performance of three kinds of rural land circulation modes, results show that the economic performance is different of different kinds of rural land circulation mode. The results show that the economic performance is different of different kinds of rural land circulation mode. The economic performance is the lowest of the farmers’ spontaneous circulation mode. The economic performance of the market participation transfer mode is the highest.In addition, based on the major effecting factors(for example, the unclear property right of the land, the immaturity of land circulation market, unregulated government behaviors, the instability of non-farm income, etc). The paper concludes the corresponding suggestions. Main contents are: First, clarity the rural land property rights; Secondly, establish and perfect the land circulation market, by building land circulation service centers and improving land circulation price formation mechanism; Thirdly, transform government functions, enforcing strict supervision and management, improving the labor market, protecting the interests of farmers.
