In spite of a large land area in China, the available construction land resources are limited. Rigid demand for construction land is increasing with the strong development of social economy and the rapid growth of population. Therefore, estimation and evaluation of reserve available construction land resources become more important, which can not only provide accurate data to harmonize human-land relationship and effectively alleviate the contradiction between the protection of cultivated land, especially the basic farmland protection and construction land but also provide scientific guidance for construction land expansion in the future.The article takes Fuzhou a city with complex natural condition and scarce land resources as an example. The area of reserve available appropriate construction land resources in Fuzhou is calculated through ArcGIS technology,by means of distributed algorithm and based on 1:50000 DEM data, land-using database and database of planning control space; obstruction factor of reserve available construction land resources is analyzed by overlay analysis and buffer method, then the influence range is deducted step by step; spatial distribution is analyzed through overlay analysis of different altitudes, slopes, aspects, orientations, location and landforms; available potential of reserve available construction land resources is evaluated through comprehensive evaluation model. In order to provide data required by newly-added construction land of future urbanization and industrialization and provide theoretical basis for spatial location selection and rational distribution. Main conclusions of this paper are as follows:(1)The area of available construction land resources in Fuzhou City is 4076.42km2,33.27% of total land area. The abundant available construction land resources with unbalanced spatial distribution and low matching with the development of social economy is mainly located below 500m altitude, on 0-15° slope and at surrounding areas with undeveloped economic. The level of land utilization and construction land development intensity is relatively low in overall. While the potential of regional construction land for expansion is great in the future.(2)The area of reserve available construction land after evading obstruction influence range in Fuzhou City is 2911.22 km2,71.42% in the total area of available construction land resources and 23.76% in total land area,2.64 times of existing construction land. The per capita area of reserve available construction land is 0.588mu/person.The reserve available construction land resources is relatively rich, which can basically meet the demand of industrialization and urbanization of newly-added construction land for future urban expansion.Due to unbalanced spatial distribution, high-value region is mainly located at the surrounding eight counties and low-value region in the central five districts, which is uncoordinated with regional economic development.(3)With the primary distribution below 500m altitude, on the slope of 6-15° at the shadowed side, development difficulty of construction land resources in Fuzhou City is small; available land resources in northeast and southeast direction are relatively larger compared with that in northwest and southwest direction, which can satisfy the requirements of future urban development strategy-expansion in east and enlargement in south; spatial distribution of reserve available construction land in different buffer strips of administrative center is of great difference, which is mainly located within D3, D4, D5 and D6, that is, the range 20-60km away from the center, relatively speaking, it is centralized; reserve available construction land resources is of the character that the greater the buffer zone by Minjiang is, the less the area is, which is mainly located within C1, C2, C3 and C4,0-40km away from Minjiang.(4)Among five geomorphic types, reserve available construction land resources in Fuzhou is widely centralized in erosion geomorphic type and has a smaller proportion in plain, basin and oceanfront, that is, it is primarily distributed in middle and low mountain regions. Regional reserve available construction land resources mainly suits for reasonable utilization of low-slope hilly resources.To guarantee the construction land demand, it is necessary to strengthen the utilization of reserve available construction land resources in oceanfront and basin.(5) Potential of reserve available construction land resources in Fuzhou is great in overall, while the high utilization potential is centralized in the southeast, the medium potential is in the north, the utilization potential in the west and middle is relatively low. Fuqing City:abundant reserve available construction land resources with high potential; Jinan District, Minhou County, Lianjiang County and Luoyuan County, a certain scale of reserve available construction land resources with medium potential; basica needs of new construction land in the county can be met in Pingtan County and Changle City, while development potential of construction land is limited; Mawei District, Yongtai County and Minqing County have a certain scale of reserve available construction land resources, but with lower potential; Gulou District, Taijiang District and Cangshan District:potential of construction land to expand is very limited.
