This paper,based on the New Normal background of China's economic development from high speed to middle and high speed,summarizes the domestic and foreign trends of the research on the potential of urban construction land use,clarifies the basic concepts and theoretical foundations,and takes the potential of the construction land of Hefei city as the research object,and uses the scale and profit for the construction land of the urban area.With the in-depth analysis of the structure and influencing factors,the current situation of the construction land use in Hefei city is systematically mastered.The weight is determined by the combination of entropy weight method and variation coefficient method.According to the potential analysis of the construction land potential and the related data of other cities,a complete and integrated urban construction land potential measurement system is established.According to the system,the potential value of the construction land in Hefei urban area is 3.93383,the grade is second grade and the potential level is high.On the basis of the analysis of the potential of the urban construction land,according to the urban construction land planning control index and the survey statistics of the low efficiency land use in Hefei City,the theoretical potential of the construction land in the urban area of Hefei is calculated.The total amount of power and actual potential is 10284.78 hectares and 6498.68 hectares respectively,which further confirms that Hefei urban construction has great potential for mining.By measuring the potential of construction land,among the specific potential indicators,the five indexes of the level of urbanization,urban per capita construction land,the proportion of investment in the main urban area,the GDP of urban construction land and the proportion of fixed assets investment in the proportion of GDP all show that the potential grade of construction land in Hefei urban area reaches grade I,and the total potential and the total potential are all said.There is a big space for digging the potential.In view of the potential estimation and evaluation of the potential land for construction land in Hefei,the land used in the construction of the old city land,the use of the unused land and the waste land,the rational exploitation and utilization of the underground space,the innovation of land science and technology,the development of land engineering technology,the dynamic monitoring and early warning,the establishment of the stock land,and the establishment and improvement of the stock land.Based on the six aspects of planning,this paper puts forward proposals for rational and full use of construction land in Hefei city based on potential evaluation.
