This dissertation takes Fuzhou city, Jiangxi province as an example. After reviewing the previous studies on the cultivated land intensive use both domestic and foreign, this dissertation analyzes the meaning of cultivated land intensive use and then chooses methods and technical route of the research. The potentiality of cultivated land intensive use in Fuzhou city have been evaluated and analyzed by selecting Indexes and building the Index system and combining with the actual local conditions. The index weights have been calculated by using entropy value method. A "reasonable value evaluation model" has been built to evaluate the potentiality of the cultivated land intensive use in different counties of Fuzhou city. Then the research results have been classified by using the systematic clustering method. Finally, some suggestions on tapping potentiality of the cultivated land intensive use have been given after discussing the factors which impact the potentiality of the cultivated land intensive use in Fuzhou city.The results of the evaluation shows that the potentiality of cultivated land intensive use in Fuzhou decreased from 0.327 in 2003 to 0.178 in 2011, which indicates that the potentiality of the cultivated land in Fuzhou was constantly fulfilled and the extent of cultivated land intensive use continued to increase. But potentiality of cultivated land in different counties(districts) showed different tendency. Potentiality of Zixi county and Chongren county showed an increasing trend. And the potentiality in Dongxiang county increased after decreased in a period, while it decreased steadily in other counties(districts). In 2003, the potentiality in Nanfeng county was 0.409, it was the highest, while which in Lichuan county and Dongxiang county were 0.224 and 0.241. The largest disparity between the regions was 0.185. The disparity further expanded by 2011, and the highest disparity was 0.493. The potentiality in majority of the counties(districts) decreased in the past 9 years, but only Chongren county and Zixi county increased with Chongren county was 0.545 and Zixi county was 0.473.Nancheng county was 0.052, and it was the lowest in Fuzhou city.Based on the results of the evaluation, main factors which made the potentiality of the cultivated land intensive use unfulfilled have been found. Due to the topography, soil and other natural factors and social—economic factors, the inputs of production factors in some regions were small, such as Dongxiang county. It effected the achievement of the potentiality of the cultivated land intensive use. The same as the lack of production factors, the excessive and low efficiency of the production inputs affected the achievement of the potentiality of cultivated land intensive use. Degree of utilization of cultivated land use was an important factor which affected the fulfilled of the potentiality of cultivated land intensive use. The decreasing of cultivated land also made it unsustainable to use the cultivated land. Some suggestions on tapping the potentiality of the cultivated land intensive use have been given from the perspective of both of the government and farmers to solve these problems and make better use of the cultivated land in Fuzhou city.
