With the steady progress of the economic and social development, the issue of environmental protection has attracted more and more attention from the party and the government. In 2012, the eighteen major report reiterated the adherence to conserve resources and protect the environment of the development requirements. By 2015, at the Fifth Plenary Session of the party’s eighteen proposed "innovative, green, harmonious,open, sharing" the development of the concept of the five, stressed the importance of green development, further deepening the sustainable development strategy. Land resources are the basic natural resources, and the utilization of land is directly related to the sustainable development of our country’s economy and society. There is an important practical significance to strengthen the policy research on the intensive use of urban land.Urban land intensive utilization is refers to in the process of urban land use, for to be able to obtain more land output gains in the unit area of land, the land in the development of invest more manpower, material and financial resources, and strengthen land management, guarantee the scientific and efficient management mode, so as to achieve the sustainable use of land resources. The intensive use of urban land has three meanings: it is economical land, two is land intensive, and three is rational land use. The intensive use of urban land has four basic principles: first, the principle of reasonable use, the two is the principle of regional, the three is the principle of sustainable development, the four is the principle of people-oriented. Strengthen the intensive use of urban land is the need to deal with the great pressure of cultivated land protection, is the need to protect the legitimate rights and interests of land use stakeholders, is the need to implement the concept of green development of ecological civilization.Although there have been some achievements, but there are still poor coordination,set the intensive degree is not high and the market mechanism is not perfect and so on the problems of urban land intensive use, which is mainly by government governance mode existing defects, the construction of relevant laws and regulations lag, economic system reform did not fully into, land management system needs to be further innovation and other reasons caused. Therefore, it is necessary to strengthen the urban land intensive use,we must transformation of government management mode, enhance coordination of urban land intensive utilization; perfect laws and regulations construction, to improve the standard of intensive utilization of urban land; deepening the reform of the market economic system, promote urban soil reduced the benefits of set; to improve the land usemanagement mechanism, improve the urban land intensive use of science.
