In the new period, In the new period, agricultural development faces restrictions of multiple factors such as resource and environment. How to make agriculture develop towards the orientation of modern agriculture under the severe conditions is worth thinking about. Agricultural technological innovation is the effective means for agriculture to get rid of the developmental bottleneck, which has become the necessary momentum factor for development of modern agriculture. It becomes more and more important in improving the regional agricultural competitiveness. Innovation has become the key for regions to develop modern agriculture and the important guarantee to construct modern cities.Longyan is a large agricultural city in the west of Fujian. Its natural conditions are excellent, mild in climate and rich in rainfall. Up to 2014, the added value of the primary industry took up 11.82% of the regional total output value. The agriculture of the city develops towards the good tendency. Compared with agriculture in Fuzhou and Zhangzhou, it lacks the internal and external conditions of high-output, high-quality and high-efficiency agriculture and export-oriented agriculture; its agricultural development still faces many restrictive factors. It is a weaker region in terms of agricultural technological innovative ability in the province. Therefore, in order to boost the deep development of modern agriculture of Longyan, to improve the agricultural technological level and innovative ability is the only method.This paper analyzes the current development situation of domestic and foreign agricultural technological innovative ability and related theories. According to the related theories, it systematically analyzes the current development situation, development features and existing influential factors of Longyan’s agricultural technological innovative ability. It chooses 24 evaluative index factors from three aspects:input ability, support potential and output ability of agricultural technological innovation. According to the choice principle of index factor, it removes the indexes that cannot make sustainable analyze, lack data and cannot be quantized in the choosing process. It sifts 15 index factors. Then through grey system theory, it sifts 12 key indexes. Through entropy weight method, it determines the weight of the evaluative indexes. Finally, it uses Topsis method to calculate, analyze and evaluate Longyan’s agricultural technological innovative ability.The research result shows:Longyan’s agricultural technological innovative ability takes on the tendency of becoming better, which is mainly shown in the following aspects: (1) the net income per capita of farmers keeps increasing; (2) Mechanization ability of crops is steadily improved; (3) the varieties of produces and subsidiary agricultural products are updated; (4) Technological contents are strengthened and market competitiveness gets better grades; (5) R&D funds and staff support degree are strong; (6) the technological plan projects and fruits are optimistic and the main body of agricultural technological innovation is good; (7) Media platform and promotion service system is complete.In term of the complicated and long-term agricultural technological innovative ability, development and improvement of Longyan agricultural technological innovative ability still faces many obstacle factors:the material resources required by agricultural development are insufficient, production infrastructure is incomplete, direct staffs engaged in agricultural production do not have good abilities of accepting new technologies, autonomous innovative ability of agricultural technologies is insufficient, the technological fruits in the main field of agriculture are insufficient or with low percent conversion, innovative mechanism and promotion system of agricultural technologies is not complete etc and other factors.Based on the analysis of the current situation and evaluation of analysis results, this paper combines the actual conditions of ecological economy, resource foundation and location advantages in Longyan and propose feasibility suggestions and improvement strategies:to complete the agricultural ecological environment and material conditions, perfect the farmland water conservancy and mechanized infrastructure, improve the entire technological levels of staffs engaged in the process of agricultural technological innovation activities, improve the autonomous innovative ability of agricultural technologies and fruit use rate and conversion rate, gradually perfect technological innovation and promotion system of agricultural machinery, emphasis on the role of legal protection and support of agricultural science and technology innovation capability particularly.
