Study On Modern Tobacco Agricultural Development In Longyan

Longyan City, which located in the west of Fujian Province, is the main tobacco producing areas in Fujian, and the tobacco industry is an important pillar industry in the agricultural economy in this region. The tobacco industry occupies an irreplaceable position for the income increasing of local farmers, efficiency improvement of enterprise and business tax growth in financial system. At present, both small-scale management in a large number of family and community-based business big market exist at the same time. And there were also lots of deep-seated internal contradiction in Longyan tobacco industry, such as the relatively low cost-effectiveness of agricultural production, the improvement of agricultural productivity, low technological content in tobacco industry, the transfer of surplus labor in tobacco farming and so on. Therefore, how to take advantage of the regional resources to overcome the bottlenecks restricting the development, and how to stabilize and develop the Longyan tobacco with local characteristics and then provide a stable high-quality tobacco materials for the cigarette industry, and also the realization of Longyan modern agricultural development in tobacco, is an important subject worth exploring.In this paper, the agricultural modernization theory, economics, ecology and other relevant theories was applied and several methods (the SWOT, depth interviews, literature research and field survey) were occupied in the research of the tobacco industry in modern agricultural development of Longyan City. First of all, through the analysis of the basic profiles of Longyan City, the history of the development of tobacco, tobacco leaf production and the quality of style and market demand, we relatively deeply understand the status quo in the development of Longyan City tobacco industry. Second, SWOT analysis of the advantages and disadvantages, the opportunities and challenges in the development of modern tobacco agriculture inLongyan City was conducted. Then the advantages of the development of modern agriculture tobacco in Longyan City was defined: superior natural conditions; rich in resources of arable land; sufficient coal energy and water resources; humanistic heritage advantages; the perfect basis of production facilities, reasonable personnel structure and significant tobacco leaf characteristics. However, disadvantages also existed and they were as follows: the comparative advantage of tobacco planting is; relatively low; the difficulties in land circulation is big; large-scale level is low and the technological level raising of tobacco growers is very difficult. Opportunities were as follows: the issue of national importance to"Country, Agriculture and Farmer"and support for tobacco farming from State Tobacco Board. Challenges were as follows: increasing competition in domestic and foreign markets and global tobacco control movement. Through the SWOT analysis, the strategic choice in the development of tobacco agriculture in Longyan was large-scale, intensive, professional, and information-based modern tobacco agriculture road, and it should aim to achieve the objective of "stable, high-quality, ecology, and security" in the tobacco production in Longyan. Development location in tobacco industry in Longyan City was put forward: in accordance with the modern requirements of tobacco industry development, "stabilize the size, keep high quality and high efficiency, increase the income of tobacco growers," should be set as the goal and the characteristic tobacco with light fragrance should be kept as characteristics. Moreover, systematic design of a variety of factors of production and the corresponding integrated support should be aim to promote the "one-base and four modernizations" and strive to build tobacco-growing areas in Longyan a Chinese-style cigarettes, high-quality raw material production bases. Finally, basing on all the above analysis, eight countermeasures in the development of modern tobacco industry in Longyan were proposed: the first is to optimize the production environment and advance the construction of infrastructure; the second is to optimize the land resources and boost the large-scale cultivation; the third is to optimize technology resources, accelerate the intensification of the operation; the fourth is to optimize social services team specialize the work division; the fifth is optimize information software resources, and promote information-based management; and the sixth is to strengthen the basic protection mechanism.
