Technological innovation is an important indicator to measure regional economic conditions as well as regional competitive strength. Exploring the field of provincial technological innovation capability will be helpful to clear our knowledge of the internal driving force within provinces in China and economic circle and even the whole country. Investigating the role in promoting of knowledge spillovers to technological progress under the era of knowledge economy will also be of great meaning to China. While in-depth analyzing the coupling effects of regional technical and regional innovation will also be beneficial to outlook the future trends of technological innovation. And analyzing the dynamic fluctuation condition of each technological innovation subsystem will achieve indispensable significance.This dissertation presents an evaluation method that combines wavelet analysis with improved grey TOPSIS entropy analysis which calls WP method. Firstly, this dissertation gives the detailed theoretical explanation of the wavelet analysis and improved grey entropy TOPSIS method, and sums up the advantages and disadvantages of various types of multi-attribute comprehensive evaluation methods. Secondly, under the background of provincial technological innovation capability, the dissertation explains the meaning of technological innovation capability, and establishes the indicator system. Furthermore, the dissertation uses wavelet decomposition to analyze the time-series data during1995to2011of31provinces and cities, selects the energy conservation law of wavelet analysis, in accordance with the sum weighted of energy after wavelet decomposition and indicator weights to characterize the technological innovation capability of each provinces. Fourthly, the dissertation applies the entropy method, grey entropy TOPSIS method and the WP method to do empirical research on technological innovation capability of31provinces in our country. Then, the dissertation analyzes the influence factors of the differentiation of provincial technological innovation capability based on the results above. Finally, from the Angles of promotion of comprehensive competitiveness of provincial economy, strengthen of input and output resources in science and technology, and technical innovation environment optimization, this dissertation appears the analysis of how to promote the three major economic zones’(the Beijing-Tianjin-Tangshan region, the Yangtze River Delta and Pearl River Delta) technological innovation capability, and selects the path of economic radiation with the economic gathering area as its center. This dissertation concludes that by examining the spearman relevancy between empirical results and regional innovation capability report rank. The results show that WP method is superior to other methods in accuracy revealing the provincial economic agglomeration phenomenon of technological innovation and ranking the provincial technology innovation capability. Accurately positioning the functions of production organization, and effectively using the knowledge and technology’s spillover effects are convenient to realize the rational configuration of technological innovation resources endowment, harmonization in the proportion of industry, the achievement of technology innovation efficient. The results thus provide technology supports for the ascension of provincial technology innovation capability, the coordinated development of regional technology innovation capability, the construction of the national technology innovation network and the steady economic development thereafter.This dissertation selects the time series data of technology innovation capability indicators from1995to2011, makes changes about the indicators setting method set in most papers that from the aspects of knowledge creation, and ability obtained. This dissertation constructs the dynamic comprehensive evaluation model from the Angles of input and output of science and technology resources to evaluate provincial technology innovation capability. The main innovation is as follows. Firstly, the dissertation uses wavelet transformation which is commonly used in image recognition and data compression to analyze the indicator data of provincial technology innovation capability. Removing economic signals’ heteroscedasticity and non-stationary to get the "de-noising" data that fully embodies the time-frequency locality advantages of wavelet decomposition, which reflects the nature of economic dynamics. According to the wavelet decomposition theorem of energy conservation, this dissertation characterizes the technology innovation capability by the norm of the indicators energy. Secondly, after smoothing denoising of wavelet analysis, the indicator data aims to express the essence information of each indicator. Adding time dimension to the Euclidean norm solving process of each indicator and selecting improved grey entropy TOPSIS method in indicator weight setting, are to overcoming the shortcomings of indicator weight of traditional methods, making a more scientific and perfect weights calculation. After smoothing denoising, the weighted sum of data more accurately characterizes the technological innovation capability.
