Study On Port And City Integration And Its Strategies In Tongling

The Yangtze River Economic Belt has been upgraded as a national strategy. Against this backdrop, Wanjiang demonstration area, as the important economic hinterland of "golden waterway" in middle and lower Yangtze River, is actively seizing this opportunity, striving to construct itself to be a coordinating strategic fulcrum along the Yangtze River Economic Belt by establishing itself in Anhui province and connecting the Yangtze River Delta, the Intermediate Delta and the Midwest.Tongling, as a famous industrial city of Wanjiang demonstration area and a national resource-exhausted city, has made great progress in economic and social area in recent years; at the same time, it faces some contradictions and problems in the process of evolution, it needs to seek the "golden balance" between development and transformation. Therefore, the government has proposed the strategy of "city-production integration, rural-urban integration and harbour-city integration", striving to find its way into transformation and upgrading. But compared with other inland ports, the development of the port and economic construction of Tongling is still underdeveloped. It has become the "bottomland" along the golden waterway even though it has offshore location conditions and great traffic advantages.Based on the actual situation in Tongling, this paper analyzes in depth the opportunities, threats, strengths and weaknesses of the city for fostering its port economy and promoting integrative development. The paper also draws lessons from both domestic and foreign port cities and proposes that Tongling should seize the new opportunity and rely on the Yangtze golden waterway and sound shoreline resources in order to give full play to its geographic advantages as it is located in between Shanghai and Wuhan and is at the intersection of Yangtze golden waterway and Beijing-Fujian high speed railway, serving as the entry port on Yangtze river for 10,000-ton ships. Therefore, it can connect between eastern and western and exert influence on southern and northern while enjoying a spillover effect from the construction of China (Shanghai) Pilot Free Trade Zone. According to the paper, Tongling can learn from the experience of Shanghai, Guangdong, Fujian and Tianjin free trade zones, follow the path of integrating port, industry and city, transfer from "falling back on the Yangtze river" to "facing the Yangtze river and gaining support from it".Tongling should also promote space construction, improve economic layout, strengthen the security services, establish coordination mechanisms, and form a development pattern featuring "port supports the city, and city refeeds the port; port strengthens the industry and industry reinforces the port" to achieve coordinated development of a comprehensive port, portside industry and a happy and beautiful city. With the upgrading of the port and the city, more efficient transformation and leap-forward development, Tongling can build itself into a high energy level modern riverside port city and play an important role in the future development of Anhui-Yangtze city cluster and the Yangtze economic zone at large.
