| The Eighteenth National Congress of the Communist Party of China put forward ambitious targets in innovation-driven development strategy and building an innovative country. Building innovative city is an important way to build "China Dream", and to promote local economic development. In the innovative city construction, the role of government is important, and the practice of government functions is related to the degree of construction of city innovation. How to give a reasonable positioning of the government must be clear in the innovative city construction.This paper takes the government function in the construction of innovative city as the research object. According to the Wuhu city government practical in the innovative city construction, and drawing lessons from the city government of development country in construction, this paper further put forward suggestions to improve the function of the government.The paper is divided into seven chapters.
