| As the strategy of constructing innovative country put forward, it has been one of the chief objectives for domestic cities to build innovative city. The construction of innovative city has become the hotspot research subject in academia. Hefei city was authorized by the MOST as the first and the only National Experimental Science & Technology Innovative City in November 2004.The mission is to explore to push forward economic restructuring and development pattern transformation, and to advance science and technology innovation capability and to enhance the overall economic competitiveness.The dissertation tidies up the actions that governments of all levels have taken according to their own functions before and after Hefei was authorized as the National Experimental Science & Technology Innovative City, especially the governmental functions of Hefei city. It analyses the effect and insufficiencies, compares its experiences in innovative city construction with other cities in China or abroad and gives proposals.The dissertation consists of 5 parts. The first part introduces research background and way of thoughts. The second part tidies up the process of innovative city construction of Hefei city with the National Experimental Science & Technology Innovative City as its main contents. The third part analyses the governmental functions exertion and problems inside. The forth part coordinates and analyses the governmental functions during the innovative city construction of cities in China and abroad. The fifth part brings forward proposals on exerting governmental functions to promote innovative city construction, combining with practical circs of Hefei city. |
