Beginning from the reform of our country, science and technology service industry has made great progress, and came true from small to big changes, greatly inspired the process of China’s scientific and technological innovation and social-economic progress. Effort to develop science and technology services, not just to meet the objective needs of China’s socialist market economy, but also is an important way to enter the market for making the scientific community oriented economy. Due to rapid and vigorous development of science and technology services, government departments pay more attention to the development of this industry,at the same time, experts and scholars carry out the researches of science and technology services in all aspects, but the results have some differences, mainly concentrated in the definition and the boundary of science and technology service industry are not uniform, and lack of deep research for statistical index system construction and data structured aspects. Therefore, this paper combined with the needs of the social-economic development and the government departments’ work layout, addresses the connotation,feature analysis, and statistical classifications of science and technology service industry, and makes a quantitative study about the influencing factors of the industry’s development.It will provide a scientific basis for the management of statistical and planning work of science and technology services, and will promote the future development of science and technology service industry.In this paper, we first discuss the definition and connotation of technology service industry. After carries on the elaboration to the current domestic and foreign technical service industry relevant research results, two angles of main business and industry of science and technology service industry are discussed, and successfully defined the concept and connotation of science and technology service industry, and summarized the specific natures of the science and technology service industry from three aspects of the nature of the form, the nature of the industry and the nature of the product.At the same time, the economic function of science and technology service industry is summarized.Subsequently against the different subjects in different stages at service activities from the process of technological innovation,we successfully make scientific and reasonable statistical classification of science and technology service industry, and take this as the foundation, we build a statistical index construction about science and technology service industry from the point of view of the input elements and output elements, so we will get science and technology service industry segments on all aspects, and facilitate to establish corresponding to the statistical survey forms.Based on the determination of the nature of science and technology service industry, this paper carries out the research on the influencing factors about the service industry of science and technology. Jointed the basic factors of production and the market supply and demand situation of this industry, it proposes basic assumptions, and carries on the analysis by the grey correlation and partial least squares method to make sure the industry’s influencing factors and to get reasonable regression equation.Finally, taking Anhui science and technology service industry as an example, the empirical analysis is carried out.With the scientific research and technology service industry added value as an variable about the development of this industry, we select the corresponding index data from five aspects of the use of labors input, funds input,technical elements and the market supply and demand situation, though using the method of grey correlation to know the degree of each index, and combine with partial least squares model to exclude the index, ultimately we build the regression equation,and test the fitting error to determining the rationality of equations,and work out the important influencing factors about this industry.According to the present situation,we propose corresponding suggestions and countermeasures in order to promote the healthy and fast development of Anhui Province’s science and technology service industry.
