Study On Management Model Optimization Of Non-standard Working Time In Dezhou

Non-standard working time is very important for some enterprises that can’t carry out standard labor time. Now in our country, Standard working hours system is the main body, and non-standard working time system is used as supplement. Administrative approval ensure non-standard working time in good use. As the globalization of economic development, between enterprises competition is more and more intense. Significant changes in the economic environment also brought challenges to the special working hour system. However, there has not been issued any specified laws about non-standard working time, so policies in different regions in China are not unified. And the enterprises make benefit as its starting point, the workers are lack of legal and right-protecting consciousness, so labor dispute cases because of non-standard working time are increasing.This paper use the non-standard working time system as the theoretic basis, and use practice case in our city as the typical sample. The main research methods of this thesis are documentation method, questionnaires method, the case method, experience summing-up method and exploratory study method. In this paper firstly introduce the concept and the application of the non-standard working time, secondly introduce working time system in some other typical countries, and then compare the differences. The key point is what we can study form the foreign system.On the basis of the front introduce, this paper analyze the implementation of non-standard working time in the city of Dezhou,analyze the main problems from system itself, administrative approval, enterprises and workers. To solve these problems, we need to enhance the propaganda, complete the administrative approval process, Strengthen the supervision and so on. We will get a better supervise to the non-standard working time in the city of Dezhou. Further research of non-standard working time is still needed.
