The Mechanism Research Of The Development Of Technology Service Industry Driven By Open Innovation In Shandong Province

Science and technology service is the service industry that bases on human capital and professional technology,and its ability to create value for economic activity can not be ignored.But the value of science and technology service is lower at the present stage,and the proportion is not high in the tertiary industry.With the deepening of economic liberalization and regional cooperation,the traditional model of internal innovation has shortcomings generally.Under this trend and background,open innovation can make long-term competitive advantage for science and technology service with the characteristics of its effective integration of internal and external resources,research alliances,the marketization of scientific and technological achievements and so on.Therefore,in order to let science and technology service play an important role in the national economy,we should study the mechanism of open innovation,and improve the efficiency of open innovation to promote the development of science and technology service.Open innovation has features which include environmental innovation,subject innovation,resource innovation,development innovation.It has an impact on science and technology service,which involves four aspects such as innovative sources,the internal implementation,team configuration and the business model.It implements new innovations through rational use of external and internal resources,and the border infiltration of innovative sources and new markets has occered in this process,thereby enabling science and technology service to improve its performance and value.Through the theoretical analysis of the effect of the development of technology service industry driven by open innovaton in Shandong province,the thesis puts forward four assumptions:Firstly,the interactive coupling of source of external innovation has a positive impact on open innovation in corporations; Secondly,the excellence of internal R&D accelerates the ability of absorbing knowledge to help companies’ open innovation;Thirdly,the rational flow of the talent can effectively promote open innovation,but it needs to maintain a certain amount of the talent,especially the high-tech talent;Fourthly,the commercialization of interalachievements improves the efficiency in the use of of innovation resources,thus contributing to marketing innovation in the process of the development of science and technology service.Based on the factor analysis and regression analysis of 2000-2014years’ data,the external expenditure of R&D funds,the intramural expenditure of R&D funds,the number of patents and scientific researchers all have a more significant role in promoting level of technological service industry in Shandong and other four provinces.After a comparative analysis of other four provinces,we find that there is a relatively deficiency of the external innovations sources,teamwork and market operation in promoting science and technology service in Shandong province.Therefore,we propose three initiatives which consist of strengthening industrial openness,improving the construction of technology professionals and ameliorating the mechanism of market operation to promote the development of science and technology service industry in Shandong province.
