At present,China's economy has entered a new normal state,and the central government is focusing on strengthening the structural reform of the supply side.From the perspective of supply side,the main driving force of modern economic growth is technological progress and efficiency improvement.The high and new technology industry has increasingly become an important pusher for the rapid development of China's economy and the optimization and upgrading of the industrial structure.At present,the high-tech industry in Shandong province has been growing steadily,with remarkable results,but its internal structure is not completely rational.The phenomenon of high energy consumption and low output still exists.Therefore,we need to effectively evaluate the technological innovation efficiency of Shandong's high-tech industry,improve the development level of Shandong's high-tech industry,and further enhance the comprehensive economic strength of Shandong province.In view of the above problems,the following researches are carried out in this paper:First,combined with the actual situation of high-tech industry technological innovation,this paper constructs a high-tech industry technological innovation system,which divides the system into two stages: technology development stage and technology transformation stage.According to the division of the two stages of high-tech innovation system,the efficiency of high-tech industrial technology innovation system is divided into technology development efficiency and technology transformation efficiency.Second,in view of the limitations of traditional DEA models,this paper introduces the two stage DEA model of shared investment,and constructs a new technology innovation system with shared input.the R&D activists are sharing the full time equivalent and the internal expenditure of the R&D funds as the sharing input elements.By comparing the empirical results of the shared investment two stage DEA model with the traditional DEA model,it is found that the distribution of the two models' efficiency values is the same.Meanwhile,the two stage DEA model with shared inputs can fully understand the current situation of high-tech industry's technological innovation system.Therefore,this paper uses the two stage DEAmodel of shared investment to carry out an empirical analysis.Thirdly,the use of shared input type two stage DEA model,respectively under the CRS and VRS assumption of Shandong province and other regions of the country from 2012 to 2016 years of high-tech industry technological innovation efficiency for empirical research,and technological innovation efficiency of five high-tech industry in Shandong province has carried on the empirical analysis.The results show that: First,although the efficiency of technological innovation of high tech industry in Shandong Province generally showed a rising trend,however,whether it is from the technology innovation system of high tech industry in Shandong province,or from the two stages of technology innovation system,comprehensive efficiency and pure technical efficiency of high tech industry innovation value is low.Second,the empirical efficiency of technological innovation in Shandong Province,five high-tech industry analysis: pharmaceutical industry whether efficiency comprehensive efficiency of technology innovation system and the two stages are higher,the efficiency of the other four industries are very low,therefore,this paper gives some concrete to improve the efficiency of technological innovation in Shandong high tech industry suggestions.Third,shared investment two stage DEA model breaks through the traditional DEA model,regards the high-tech industry technology innovation system as "black box",and most two stage DEA models do not consider the limitation of the relationship between high-tech industrial innovation system.However,from the empirical results,the proportion of shared investment elements in the two stages is the most distributive,not the actual allocation proportion of high-tech industry.In the future research,we can get the proportion of the sharing investment elements of high-tech industry in Shandong province through real investigation,so as to get a more realistic technological innovation efficiency value.
