A Study On The Interactive Development Between Human Capital And Industrial Structure Adjustment In Hubei Province

Human capital and industrial structure are the two important issues of economics research. In practice of economic development, human capital is not only the subject only active, but also to promote economic development an important motivation. In the knowledge economy, human capital production function in promoting the development of the more obvious role in substituting for land and resources become increasingly significant. Industrial structure is mainly used to measure the status of the allocation of resources, an important indicator of the ability to convert, optimize the industrial structure is an important path of industrial development and the key indicators. Between human capital and the adjustment of industrial structure very close contact to clarify the mechanism of interaction between the two, to guide economic development practice has a direct and positive theoretical and practical significance.This paper on the basis of human capital and industrial structure theory, combing the relevant research status at home and abroad, focused on the interaction mechanisms of regional human capital and industrial structure adjustment, analyzes the dynamic mechanism of human capital on upgrading industrial structure in Hubei Province and Hubei Industrial upgrading human capital feedback mechanism. Hubei Human Capital and Industrial Structure empirical verification, and then put forward the corresponding countermeasures.The study found that the human capital of Hubei Province has increased the overall stock, but compared to the gap between the developed provinces and cities is still large, while there is distributed between the space industry and unreasonable phenomenon; structure between the three industries improved; Industry configuration structure and human capital does not match the phenomenon is still evident.By average years of schooling to measure human capital, with three industries accounted for GDP to measure the adjustment of industrial structure, build model empirical analysis found that the level of human capital of Hubei Province and the primary industry, secondary industry exist between the long-term stable relationship, and the tertiary industry long-term stable relationship does not exist. Human capital every 1% increase in the proportion of primary industry will lead to decr eased 0.0726%, the proportion of secondary industry increased by 0.0419%. This paper uses Granger causality test verify the cause and effect between human capital and industrial structure adjustment relations. Error correction model built, the error term coefficient is-0.3113, has good reverse correction.On the basis of theoretical analysis and empirical analysis, the paper proposes policy recommendations to promote human capital development and industrial structure in Hubei positive interaction of two aspects: First, better human capital building for the industrial structure optimization and industrial development, including improving national education system, vigorously develop vocational education; implementation of family planning policies to achieve sustainable growth of human capital; accelerate the reform of the personnel system, human smooth distribution channels; the transformation of economic development mode, and create an atmosphere to attract talent. Second, the industrial structure optimization and industrial development to guide the development of human resources and human capital development, including an orderly adjustment of agricultural structure, accelerate agricultural modernization; actively cultivate and develop strategic new industries; to improve the construction of the intellectual property system, and strive to improve enterprise Creativity.
