| In the management of public policy, the management and regulation of public goods is extremely important part that affects every citizen’s daily life, and reflects the service ability of our government management level. The taxi industry has the characteristics of the market and public goods, greatly influenced by the level of economic development and road resources, and associated with the interests of people. It has sparked a lot of controversy and there were many issues worthy of discussion. And the research focus on the taxi regulation and deregulation. Since 1998, these issues have been adjusted and demonstrated several times by China’s traffic management sector and academia. However, the news reports caused by the problems has never terminated, and has intensified. To solve these problems and contradictions, domestic and foreign taxi departments have conducted many reforms and pilot. Although there are some results, it also brings new problems. These experiences and lessons display only regulatory reform, can not completely solve the problems in the taxi industry.At the same time, with the improvement of material conditions and technical level, the focus of attention in the negative reports about the current taxi services, has gradually shifted from transportation facilities, inadequate number of vehicles and other hardware problems to transportation service quality. In recent years, these issues are being reported more often, such as the taxi driver over fatigue and imperfect Health Care Insurance. In part this reflects the problem of transportation service management system, and to great extent reflects the community’s concern about the living conditions and the professional qualities of employees of the taxi industry.Foxconn as a representative of the high strength enterprises in privatized firms, has repeatedly tasted the horrors of psychological problems of employees. And the business right now focuses on employees in their living conditions, mental health, intellectual and cultural needs, etc. These efforts have effectively alleviated the staff contradictions and pressures, and ultimately promoted the stability of the whole enterprise. This shows that it is necessary to study the internal driving force of employees.This topic comes from the research project of Transportation Administration Bureau of Jiangsu Province. The project aims to know about the living conditions and professional qualities of transport workers in the modernization of road transportation in Jiangsu Province. Investigations consist of taxi, long-distance passenger transportation, dangerous chemicals transportation, maintenance, driver training and bus. Interview and questionnaire survey were used in this research. I was responsible for these aspects related to taxi, which are the main research contents is in this paper.Chapter One is an introduction, which leads into the theoretical and practical significance of this research, the purpose, thought, contents, theoretical direction, and method of this thesis. This part is the starting point and foundation of this article.Chapter Two is a theoretical part, including theories about the market access control, volume control, price control, the control of service quality, and the internal driving force of staff. The analytical and whichever problems all should begin from its concept and the content, although fall into convention, this is the foundation which elaborates a problem, so this text is no exception.Chapter There provides statistical analysis of the living conditions and professional qualities of transport workers in Jiangsu Province. The data from the results of the 410 questionnaires was analyzed, and the results were made a comparison. The results of questionnaires show that Taxi drivers have become a high-intensity and low-income people, they need the urgent attention of the whole society.Chapter Four describes analyzes in the living conditions and professional qualities of taxi drivers. In order to explore the issues in more depth, an interview was conducted among 20 drivers after the questionnaire. The interview get 14 valid subjects. Based on the analysis of the reasons why taxi industry right get into trouble and from view of internal driving force, this part concludes that taxi drivers have become a high-intensity and low-income people.Finally, on the basis of above analysis and descriptive analysis, it is concluded that the traditional control exist limitations, and some problems which are difficult to be solved by traditional control can be solved through the internal driving force, and put forward some suggestions about the internal driving force. In this paper, we also explore the impact of taxi-hailing apps, as well as its shock to taxi industry. In the meantime, the internal driving force of taxi drivers is also one of the important points that worth to pay attention. |
