Research Of Rural Land Renovation Promoting The Level Of Agricultural Modernization

With the development of economy, the traditional agriculture will gradually transform to the modern agriculture. Land transfer and modern agricultural management mode will be the trend. Modern agriculture requires "high yield, high quality, high efficiency, ecology and safety". Rural land renovation lays a solid foundation for agricultural modernization through the formation of land consolidation, land management, land transfer, expanding agricultural roads, improving water supply and drainage facilities, improving the protection of forests and other measures. At the same time, land consolidation is also an important policy tool to achieve the goal of the building of a new socialist countryside. Based on the theoretical relationship between the rural land renovation and agricultural modernization, the current situation of rural land renovation and agricultural modernization in China during 2003-2013 were analyzed from three different scale in this paper. Evaluating model of agricultural modernization was established and the agricultural modernization level of the China and the provinces was estimated by the method of multi index comprehensive measurement. Besides, multiple regression model was used to explore the relationship between rural land renovation and agricultural modernization and regional differences at different levels and reasons were analyzed. This paper included the following five aspects of the content.1. The background and review. The related literatures of the main aspects of this paper including study on the evaluation of rural land renovation, quantitative research methods of land renovation evaluation and research progress on evaluation of agricultural modernization were combed, in order to accurately reflect the current status of researches on the performance of rural land renovation contributed to the agricultural modernization development.2. Building a theoretical framework. Based on the characteristics of natural, social and economic attributes, the promoting effects of rural land renovation on agricultural modernization were analyzed. Further, the function paths to promote the modernization of agriculture by land renovation were discussed. These function paths could directly promote the agricultural economic modernization level and the agricultural technology modernization level and indirectly promote the agricultural ecological modernization level and the agricultural social modernization level. Finally, it would achieve the goal of promoting the overall level of agricultural modernization.3. Present situation analysis. Present situation of land regulation was analyzed from the national level, the level of East Middle West Region and the level of ten key areas of agricultural land renovation. And, combined with the evaluation report of comprehensive effectiveness of land renovation of ten key demonstration provinces, the performance of land renovation in improving the level of agricultural modernization was summarized.4. Empirical research. First, the index system of agricultural modernization was constructed. And the national and provincial agricultural modernization levels were measured by multi index comprehensive evaluation method. After that, the relationship between rural land renovation and agricultural modernization was discussed and analyzed using multiple regression model. The regional differences in different levels was analyzed. Finally, according to the regional differences, reasons were analyzed.5. Policy suggestions. On the basis of the clear promotion of the level of agricultural modernization caused by land renovation, six policy suggestions were given to improve the implementation of land renovation projects.
