Study On Countermeasures Of Poverty Alleviation And Development In Rural Areas Of Fushun County

Poverty has always been a national and even global topic. In China, those who are suffering poverty live in villages, so settling the rural poverty is the point to construct a harmonious socialist and all-around well-being society. Liaoning province has long been a province of major agricultural production, and as the largest livelihood project, poverty alleviation can directly affect the residents’ life standard. In this research, through questionare, face-to-face talk and related references, we started our analysis of poverty alleviation in Fushun from aspects as the basic information of the impoverished groups, policies formulation, funding redistribution and problem of returning to poverty. Then we selected a county of Fushun called Ma Juanji as the object to reseach and analyze the basic information of the impoverished groups. After that, some countermeasures has been proposed to respond the problems from the analysis. The specific results are as follows:The analysis of current alleviation data of Fushun by means of books and magazines, periodicals and internet as well as relevant media report indicated that the large scale of alleviation often leaded to a serious shortage of funds, and that mainly resulted in a seriously retuning to poverty. Due to gathering in mountainous regions that are characterized by poor natural conditions and fragile infrastructures, and frequent natural disasters and behind healthcare, the residents there has no ability to defend themselves from risks and diseases, so once the happening of natural disasters, those who have been relieved from poverty will return to it.The questionnaire method allowed us to dig the real information of the impoverished groups in villages of Jindou, Taiping and Xichuan, and to research right ways to develop poverty alleviation. Then we found factors hindering the work included less support of policies, insufficient labors, low education and undeveloped securities as well as the non-diverse financial source.Finally from four points of government, economy, individual and society, we proposed strategies to develop the poverty alleviation in Fushun, and the points were the alleviation policies, funds functioning, industry, talents training and social securities.
