The Research And Its Countermeasure Of The Precision Poverty Alleviation Practice For Binhai County

To achieve the goal of comprehensive poverty reduction by 2020,Binhai County of the key poverty alleviation County in Jiangsu Province was taken as an example to analyze the problems and corresponding countermeasure in the precision poverty eradication practice.The methods of literature reading,typical case analysis,semi-structured interview and questionnaire survey were applied to analyze and summarize the systems of the successful measures for the precision poverty eradication,including the " 1+6+1 " three-dimensional assistance methodology,"Double Production Superposition" assistance mechanism,the "1+3" list type responsibility assistance methodology,sunshine supervision methodology of the institutionalized,informational and broke into open.The experience and inspiration were clarified for precision poverty alleviation in rural areas.On the basis above summarization,the problems and causes were dissected in the precision poverty eradication practice,which were the lack of precision in policy development,lack of flexibility in policy implementation and the lack of effectiveness of policy supervision in the policy aspects;A long formed backward mentality,low participation motivation of the poor households' in the precise poverty alleviation and the not enough publicity in helping the poor in the ideological aspects;the low participation of social public organizations,the not effective resources integration,the incomplete social supervision in the social aspects.The corresponding countermeasures were suggested to solve the problems in the above three aspects,which were the normalization of poverty alleviation policy,precise policy implemented according to local conditions,and perfect policy guarantee mechanism in policy aspect;changing the backward concepts such as "wait,rely and ask" for the poor family,enhancing the participation and enthusiasm of the poor people,and expanding the positive advocacy of the typical cases for poverty alleviation in the ideological aspects;strengthening the construction of talent teams condensing the social forces for accurate and poverty alleviation,and establishing the dynamic management mechanism of precision poverty alleviation in integrating basic strength of poverty alleviation aspect.These countermeasures could promote the work of the precision poverty alleviation better in Binhai County and even similar areas,and provide guidance and reference for total poverty alleviation by 2020.
