| State and government have always stressed the national development strategies of self-innovation ability improvement and innovative state construction, have pointed out that should take scientific progression and scientific technique innovation as the support of the transformation of economic development models. The role of science and technology(sci-tech) finance has been increasingly obvious in the sci-tech innovation process in China, and attracted high attention of governments at all levels,enterprises etc. The Ministry of Science and Technology cooperated with the People’s Bank of China, the Ministry of Finance, China Banking Regulatory Commission and China Securities Regulatory Commission has issued policy papers about sci-tech finance. However, the policies of promoting sci-tech innovation and sci-tech finance usually take sci-tech innovation as center and locate sci-tech finance as the financial service tool for innovation, while ignore the demand of sci-tech finance self-development and the need of coordinated development between sci-tech innovation and sci-tech finance. Sci-tech innovation and sci-tech finance as the joint promoting forces of knowledge economy, their coordinated development is benefit for the sustainable and rapid growth of knowledge economy, and vice versa. Therefore,this dissertation reveals the coordinated development relationship between sci-tech innovation and sci-tech finance, studies the coordinated development models. The research has great theoretical and practical significance for our country and regions to promote the coordinated development of sci-tech innovation and sci-tech finance.On the basis of analysis and review of foreign and domestic related research on the relationship between sci-tech innovation and sci-tech finance, this dissertation analyze the interaction principle between sci-tech innovation and sci-tech finance,then describes their compositions of sci-tech innovation and sci-tech finance system.Meanwhile, it gives the connotation of coordinated development, analyzes the motility and resistance of their coordinated development. It determines the parameters of the system, with the coordinated development model to better understand the relationship between the two. It designs measuring index system for coordinated degree between sci-tech innovation and sci-tech finance and sci-tech innovation and sci-tech finance subsystem model, and judges the coordinated development degree by coordinated degree measuring model constructed in this dissertation. Based on the above research, this dissertation takes Liaoning province as empirical research object,analyzes the states of sci-tech innovation and sci-tech finance in Liaoning, uses the coordinated degree measuring model to judge the coordinated development degree between sci-tech innovation and sci-tech finance.Then it analyzes the problems though the outcome and propose policy recommendations for coordinated development between sci-tech innovation and sci-tech finance in Liaoning province.The theoretical and empirical research on the coordinated development relationship, model, and coordinated development measure can offer advantageoustheory guidance and scientific method sustainable and rapid growth of sci-tech innovation and sci-tech finance in provinces and cities. |
