In recent years, the competition among insurers has been more and more intense because of the rapid growth of China’s insurance business. The competition for survival of insurance companies concentrated on the performance competition, since performance is a manifestation of the overall strength of the insurance company. In addition, building a scientific performance management system for business performance evaluation is an important condition to improve their competitiveness, adaptability and continuing operations of the enterprises. Performance management is an important part of the function of a property insurance company’s human resources management. And its strategic significance is that through the establishment of an effective performance management system, the strategy of the company to build a channel conduction of top-down decomposition to the department and staff, and to ensure the final achieve.The balance score card which emerged in the 1990 s is a new milestone in the history of the performance evaluation. Based on the balanced score card, the strategy-oriented strategic performance evaluation kept a foothold on the financial indicators and introduced some evaluation indicators of more dimensions, leading to the formation of evaluation systems in four areas of financial, customer, internal business processes and learning and growth.This paper chose the method of case analysis combined with the characteristics of the insurance industry, and took Tian’an Insurance Center Support Company in Zaozhuang as an example to analyze and break down its strategic objectives. The operating performance of the company was evaluated comprehensively and systematically from four degrees by use of the balance score card, which pointed out the presence of imperfect indicator system.Moreover, using the idea of strategic performance evaluation and other specific theoretical tools like analytic hierarchy process, this paper explored how to establish the performance evaluation system of property insurance companies, which will provide some valuable ideas and methods to improve the company’s performance evaluation system.
