The reform and opening up for 30 years, especially after China's accession to the world trade organization, the insurance industry has made great steps in development, but there are still some problems. Confronting the competition of the insurance industry, the Chinese commercial property insurance company should constantly perfect management system and improve the management level, and enhance their core competitiveness. In the company management, completing the performance evaluation is particularly important one annulus. Our national property insurance company of traditional financial indicators of performance evaluation method mainly one-sidedness, ignored existing customers, employees, such as internal processes non-financial indicators on insurance company, the company strategy affect the development of the branch, and without effective implementation of the balanced scorecard, but the company performance evaluation and strategic goal is a combination, compensate for the defects, which is beneficial to the company's long-term development. Therefore, China property insurance company should be introduced the performance evaluation of the balanced scorecard; build more comprehensive, more scientific performance evaluation system. This article elaborates the performance evaluation of property insurance company, reviews the developing process of performance evaluation in property insurance company, and points out the shortage in the current performance evaluation method, and makes broad introduction of the balanced scorecard in the domestic and foreign research situation. On this basis, begins to introduce details of the balanced scorecard theory, including the balanced scorecard four dimensionalities, strategic concept, application conditions and the implementing steps, with the characteristics of property insurance company is analyzed property insurance company the feasibility of implementing the balanced scorecard. And in combination with the actual property insurance company, after making clearly of the A company has the problems on performance evaluation, then starts to design about balanced scorecard evaluation system. It has been clear about the strategic goals, set the indicator and weight distribution, finally established the company balanced scorecard, and proved the design performance evaluation system is consistent with the strategic goals for the future, provides beneficial guidance in the future management of the company. China is not too widely on the application of the balanced scorecard, in the process of implementation, should be notice the related system construction and organization of reform, learn from a balanced scorecard enterprise success experience, and make plans to promote the gradual, such ability, better application of the balanced scorecard, improve the company's comprehensive competitiveness, provide the lasting motive power to the property insurance company for future development.
