Research On The Life Cycle Of Logistics Park Based On Institution Evolution Theory

ABSTRACT:In recent years, Chinese government gives more and more attention to the development of logistics field, and building logistics parks have become a popular item among the local governments in China. Most of the logistics parks were in government-led to plan and finish the construction, mean while, The Chinese government gives some special institution to the construction of these logistics parks. Without those special institutions, the logistics parks can't be built and used successfully. During the operation stage, the government always revises some policies for the development of logistics parks. Because of the age of Chinese logistics parks is very young, though they own many special policies and institution, part of our logistics parks'development are still below anticipation. The performance of many logistics parks is very poor form the beginning to now, such as the low enterprises entering rate and low income of Logistics Park, both of which can't achieve the expectation of builders. But some of the logistics parks got a rapid development in just a few years, passed the initial birth period quickly, then reached the growing period or even entered the maturity period according to the life cycle theory. So, problems about the government how to construct the institution for logistics park construction, and how the institution affects the life-cycle of Logistics Park, and then how the life-cycle of Logistics Park affects the government's institution evolution become an item worthy of study.Firstly, this dissertation used the method of game theory to analyze the interest game before the construction of logistics parks among central government, local governments and enterprises, and then used cost-benefit analysis method to analyze the variance of the cost and benefit during the operation of logistics park, and the relationship between the cost-benefit variance and the life-cycle of logistics park. The next step of this paper discussed what affections of Logistics Park's life-cycle can do on government institution building. In the last, this paper used two cases of Logistics Park to improve the influence given by the institution evolution to Logistics Park's life-cycle.
