Since reform and development,urbanization has been the only way to realize socialist modernization,is the momentum of China's development,and is of great significance to the Chinese dream of socialism with Chinese characteristics.Urban rail transit,as an important public infrastructure on the road of urbanization,has the characteristics of obvious quasi-public goods.In order to promote the development of local transportation system and improve the living standards and quality of the people,the government departments introduce PPP mode to use the funds and technology of the social capital side in urban rail transit.In the construction and operation,it not only brings economic benefits to the social capital,but also brings more social benefits.In order to solve the problems of blindly expanding investment and serious loss in PPP projects of urban rail transit,it is imperative to propel the application of PPP model in urban rail transit and establish a scientific and applicable performance evaluation system for PPP projects of urban rail transit.First of all,through the elaboration of the technical and economic characteristics of urban rail transit project,the paper compares and analyzes the basic characteristics of PPP model,and verifies the applicability and necessity of PPP model in urban rail transit project.At the same time,this paper discusses the theory of project performance management and PPP project performance evaluation,divides the performance evaluation stage of urban rail transit PPP project from the perspective of the whole life cycle of PPP project,determines the tasks of each stage and related influencing factors,and lays a foundation for the follow-up study.Secondly,based on stakeholder theory,critical success factor theory(CSF)and key performance indicators(KPI),the original performance indicators of urban rail transit PPP project are identified from two dimensions comprehensively and systematically,and then the original indicators are screened and optimized by Delphi method and expert interview method to ensure the final performance evaluation.Based on the feasibility,scientificity and rationality of the price,the performance evaluation indexsystem of PPP project of urban rail transit is established,which is divided into six stages.Then,after comparing and analyzing the commonly used performance evaluation methods,considering that the performance index system has both qualitative and quantitative indicators,and needs to meet the characteristics of multi-objective and dynamic evaluation,in order to ensure the feasibility,applicability and rationality of the evaluation model,the C-OWA operator,expert weighting method and matter element analysis method are combined.Finally,a complete PPP project performance evaluation model based on the whole life cycle of urban rail transit is established,and the project performance is systematically and comprehensively evaluated from the overall perspective of the project.Finally,the model is applied to the actual PPP project of Beijing Metro Line 4,which verifies the rationality and practicability of the model and the scientificity and feasibility of the performance evaluation system.The results of the study reflect the actual performance of the project at various stages,thus providing corresponding countermeasures and construction for the performance improvement of the project.Discussion.It provides a new train of thought for performance management of China's urban rail transit PPP project.Therefore,it is helpful to guide the healthy development of PPP mode in China's urban rail transit industry and find a balance between government supply and market supply.
