The state-owned enterprise has made an indelible contribution in promoting the national economy in various countries and promoting the industrialization of the country. But a lot accident such as Qingdao pipeline explosion, melamine incident, bad monopoly competition and corruption occur this time. State-owned enterprise has used a large of resources but makes a little contribution, which shows very asymmetric. In this paper, the problem of state-owned business ethics research and analysis shows that the state-owned enterprise is different from the common enterprise qualities is its commonweal. The characteristic of commonweal and public ownership lead the state-owned enterprise’s business goal is not its benefit but the achievement of most widely people’s interests. This also makes the state-owned enterprise choose the righteousness without interest.At the same time, the article’s research is to find the moral issue with state-owned enterprises exploration path. We should be clear the real meaning of related concepts with the moral of state-owned enterprises which means state-owned enterprise morality is adhering to the Chinses business philosophy of Debencaimo. The morality leads our enterprises to product and operate for the state, society, citizens, industry and other stakeholder. The concrete form of expression is the culture and rules and regulations of the enterprise. Due to the complexity of corporate ethics, this paper’s research perspective is the perspective of stakeholders. Analyze the related influencing factors of the moral problems of state owned enterprises from the angle of social, consumer and staff related to the state owned enterprises.The first part of the article describes the source, background and significance of the article, the research content and innovation, the research methods and the key difficult points of the research.Then paper is the literature review; the key point of this paper is to clarify the relevant concepts of the moral issues of state-owned enterprises in China. This part analyzes the meanings from five parts of morality, enterprise, state-owned enterprise, enterprise morality and state-owned enterprise morality. At the same time, the similarities and differences between the moral of state-owned enterprise and corporate social responsibility are also explained. And the paper is based on the theory of stakeholders and the theory of Oriental management.The next part introduces the status quo of Chinese state-owned enterprises, the state-owned enterprises of modern birth to evolution since the development, and the economic operation status of the development of state-owned enterprises. This chapter is from the perspective of stakeholder theory in moral category of state-owned enterprises for internal and external for detailed analysis of the discussion. Explore on moral problem of the state-owned enterprise, and find the important role of the enterprise morals and the existing problems of the state-owned enterprise in the present stage. Then we describe the cultivation to the state-owned enterprise of our country of in-depth analysis and discussion. Finally entering the model variables is the number of listing Corporation, assets, audit is the four major, the company’s quality score, the market index, the speed ratio. Here we can think that the moral issue of enterprises is due to the internal and external causes of the common role.The purpose of the existence of state-owned enterprises in our country is different from that of other countries. It represents the fundamental interests of the broad masses of the people, its main characteristic is the embodiment of its public welfare. Therefore, the goal of the state-owned enterprises in daily production and operation is not to maximize the efficiency of enterprises, but to maximize the overall interests of the stakeholders. Such a goal requires state-owned enterprises have the corresponding moral to regulate it. In this, the aim of the moral existence of the state-owned enterprise is to regulate the daily operation of the state-owned enterprises and the supervision of the product quality and the corporate behavior of the state-owned enterprises.In this paper, after the analysis of the moral problems of state-owned enterprises and the corresponding point of view, the innovation of this paper lies in the following three points.1. Comprehensive discussion of moral, enterprise ethics, the connotation of state owned enterprises. On the basis of this, discuss the interpretation of the relevant meaning of the state-owned enterprises and the research perspective.2. The empirical analysis of the influence factors of the moral problems of listed state-owned enterprises in china. For the empirical analysis of the moral problems of state-owned enterprises, this paper uses regression analysis. In Shanghai and Shenzhen Stock Exchange in the stock exchange by the integrity of the disclosure of corporate ethics to reveal the standard, comprehensive analysis and two aspects of the listed state-owned enterprises to make assumptions about the moral issues related factors, and collect relevant data to regression analysis.3. This paper provides an effective way to study the moral problems of state-owned enterprises. Firstly, define the connotation of the moral problem of state owned-enterprises. Secondly, the research on the moral problems of state-owned enterprises is with the characteristics of our own, so we follow the research framework of the ideological system of the oriental management. Then it carries on the hypothesis regression analysis to the moral question of the state-owned enterprise in the perspective of stakeholders, and obtains the relevant empirical results. Finally, according to the theoretical analysis and empirical results on the moral issues of state-owned enterprises to make constructive comments.
