The arrival of a new round of industrial revolution is both an opportunity and a challenge for the development of China’s manufacturing industry. In the background of Internet technology in the world wide range of applications, the relationship between enterprises is becoming closer and closer, new technologies spawned a large number of new industries, new formats, new models, facing new opportunities for economic growth.However, in the network economy environment, it is difficult for a single enterprise to meet the needs of customers because of the increase in consumer demand and market competition. In addition, the global industrial division of labor is increasingly deep, in the process of the development of the production mode, the value creation of the manufacturing industry is no longer limited to a value chain, but to integrate all aspects in the value-added process, and modified to form value network. In our depth of integration with the world economy today, seizing the opportunity to achieve industrial transformation and upgrading, accelerating the construction of the value of the network so that enterprises better integration into the global value chain, and remodel the international competitive advantage, it has important realistic significance to promote China’s long-term sustained and healthy economic development.Shanghai as the country’s largest economic center city, has been China’s deepening reform, opening up, innovation driven, transformation and upgrading of the leading sheep.At present, a new round of industrial revolution and the rise of Shanghai formed the historic intersection, can seize the historic opportunity for a new round of industrial revolution is gaining momentum, as the initiative, ahead of the layout, to accelerate the achievement of economic growth mode transformation is very important. Therefore,according to the deployment of the Third Plenary Session of the party spirit and the Ministry of national work, combined with Shanghai city and economic and socialdevelopment, the Shanghai municipal government plan to promote industrial innovation and transformation, the transformation of the mode of development, explore the development of new technology, new industries, new mode, new formats "four new" economic and strive to on the basis of integration of the development of the secondary and tertiary industries,to promote the industry high-end, internationalization, marketization,intelligent and intensive development. In this context, the transformation and upgrading of manufacturing industry is imminent, Shanghai is faced with how to improve the competitiveness of manufacturing industry, the manufacturing industry transformation and upgrading of the problem.Firstly, the status of the development of Shanghai manufacturing industries were specifically addressed, and adopting SWOT to analyze the external and internal environments of the development of Shanghai manufacturing.In the next part, writer try to analysis the manufacturing value network from the aspects of customer, R&D, supply,production, logistics, service, and then builds up an evaluation index system for Manufacturing competitiveness. Based on the Shanghai manufacturing competitiveness evaluation and benchmarking of manufacturing industry in developed countries a comparative analysis, writer find out the weakness of Shanghai manufacturing industry,s upgrading, so as to clarify the key points, the development ideas and the path selection.And then in the perspective of the value net, writer put forward that Shanghai Manufacturing should focus on the following aspects to promoting the transformation and upgrading of the industry orderly: improving all kinds of institutional mechanisms,promoting brand building, optimizing the industrial environment, improve the network ecosystem.
