Research On The Promotion Of China’s State-owned Enterprise Democracy Construction

Modern enterprise system calls for democratic practice in our state-owned enterprise. In view of deepening reform of our state-owned enterprise, through democratic practice, state-owned enterprise could safeguard its fundamental interests, enhance its unity and cohesion inside, promote its social image outside, ensure its healthy running situation and sustainable development ability, and promote its scientificity, democracy and legitimacy. Therefore, promoting our state-owned enterprise democracy construction is the fundamental requirement of the modern enterprise system. As well, It’s our country’s ideal to serve the people heart and soul, to represent the fundamental interests of the overwhelming majority of the people, to work for the public and be in power for the people. To promote our state-owned enterprise democracy construction is the embodiment of this ideal in enterprise management. Simultaneously, enterprise democracy could improve basic professional accomplishment of the workers, conserve and safeguard vital interests of the workers, and propel the workers to consciously participate in our state-owned enterprise growth. This thesis mainly includes five chapters:The first chapter is general theory and concept analysis about our state-owned enterprise democracy. Guided by Marxism and established in accordance with the principle of democratic centralism, our state-owned enterprise democracy aims to realize broad workers’participation and to conserve the supremacy of workers’lawful rights and interests. It also shows tendency towards tolerance and compromise. Our state-owned enterprise democracy includes four aspects:enterprise democratic election, enterprise democratic decision-making, enterprise democratic management, and enterprise democratic supervision. To promote our state-owned enterprise democracy construction, for the enterprise, could prompt its sound and healthy progress, which also helps to build up harmonious labor relations and to maintain enterprise comprehensive and stable. Also for the workers, it could ensure the workers’broad participation, encourage the workers to exercise their democratic rights, and achieve their self-value and all-round development.The second chapter makes conclusion on the history and accomplishments of our state-owned enterprise democracy construction. The practice of our state-owned enterprise democracy follows by the labor movement, running through several historical stages:the new democratic revolution, the socialist revolution and construction, and the reform and opening-up. We have developed a series of laws as Labor Law, Trade Union Law, Provisions on Democratic Management of Enterprises, etc. We also have set up All-China Federation of Trade Unions, which shows that political environment has served state-owned enterprise democracy well. Moreover, many state-owned enterprises have set rules to regulate and guarantee the implement of enterprise democracy, leading to the preliminary formation of the workers’ democratic consciousness.The third chapter analyzes the problems and the corresponding causes of our state-owned enterprise democracy construction. There are many factors that help to promote our state-owned enterprise democracy construction, and certain achievements from long-time practice. However, there still exist many problems in our state-owned enterprise democracy construction due to the political and economical system, cultural background and social convention, and our present legal system and publication procedure. The related law and regulations are expected to be improved, the functional mechanism completed, and the managers’ and workers’ democratic consciousness enhanced.The fourth chapter introduces several successful cases on foreign enterprise democratic practice. The developed market economy is typical of system design and practice on enterprise democracy. It would be of great help to our enterprise for its high operating efficiency and rich practical experience, especially in program execution and mechanism maintenance. Through study and conclusion of foreign practical experience, we might obtain some inspirations for the improvement of our state-owned enterprise democratic theory and practice.The last chapter comes up with suggestions to promote our state-owned enterprise democracy construction. Firstly, we should strengthen the democratic legal education, enrich the democratic legal theoretical research and publicity, and strengthen education and training to enhance the workers’awareness of ownership. Secondly, we should improve the related legislation, especially in the special legislation and the responsibility system of legal subjects. Thirdly, complete the functional mechanism is needed. On one hand, enterprise must uphold the leadership of the Party, improve rules and regulations, and promote corporate culture. On the other hand, the role of the society should be taken into consideration. It means that we should promote the establishment of the independent trade unions and the non-profit consultative and supervisory organs. Last but not the least, it’s of vital importance to correctly handle the relationship between the party committee, worker’s congress, trade union and the board of shareholders, board of directors, board of supervisors. As well, it’s important to promote cohesive mode between the party committee, worker’s congress, trade union and the board of shareholders, board of directors, board of supervisors, and to promote coordination of the board of shareholders, board of directors, and board of supervisors.
