| In the fourth wave of the global industrial transfer, the central and western regions of China has become the main front to undertake industrial transfer from domistic and foreign. The customs can paly an imporatant role in promoting theregions to participate in the process of undertaking industrial transfer and economic developmentby carring out its functions.Firstly, based on the industrial transfer theory and the service-oriented customs theory, this paper analyzed the interaction between optimization of customs administration service andindustrial transfer. On the one hand, the optimization behaviors of customs administration service have some positive effect.on the process of regions’ undertaking industrial transfer. Customs can use traditional statistical functions, tariffs and other policy tools, special supervision area construction and optimization of management services to support the local goverment to make decision, improve the policy and investment environment to undertake industrial transfer. It’ll influence the enterprises’decisions on business transfer and promote regional industrial upgrading, economic growth and job creation to achieve economic and social benefits. On the other hand, undertaking industrial transfer of regions will bring about changes in demand of management services and feedbac kof customs service, which is helpful for innovation and optimization of the customs administration management services, and promote the construction of the service-oriented customs.Then, this paper make an empirical research on the example of Yibin customs. Through the ananlysis of the conditions, status and objectives to participation in industry transfer of Yibin, we suggested that Yibin city should to comprehensively consider the factors of industries, enterprises and projects, identify the breakthrough point for the transfer of industries, strengthen the construction of industrial parks as the binding carrier of industry transfer, nd optimize the investment environment,and increase the relative advantages to undertake industrial transfer. Moreover, from the perspective of the enterprise, which is the subject of industrial transfer and object of customs service, we analyzed the potential and real impact of undertaking industrial transfer on demand of customs administration services, including two sides of administration service functions and service quality. We tested the above needs and satisfaction by conducting a questionnaire survey on the import and export business enterprises in Yibin.Furtherly, with the analysis of the present situation of the Yibin customs’ operations and measures to support the local goverment to participate in the industrial transfer, we found that Yibin customs has begun to play an important role in in the process of the local government to undertake industrial transfer, but there are still some deficiencies. Combined management service needs and satisfaction surveys, we pointed out the gap between the demand strength and satisfaction scoresin 15 indicators, and discussed the five reasons in detail, such as the development Yibin port customs, customs functions and resources capacity, territorial customs, regulatory and service functions of the balance and service efficiency.Finally, under the concept of service-oriented customs, combined with the status quo of the industries transfer and customs management services, to serve the needs of the enterprise-oriented, we proposed to strengthen the coordination with regional governments, enhance resource sharing and collaboration service; strengthen clearance integration and cooperation, promote trade and investment facilitation; and strengthen theoutreach communication efforts, expand the customs service functions; improve the construction of service team and systemand customs service effciency to furtherly optimize the efficiency of administration services of Yibin customs to support the region achieve the goal of undertaking industrial transfer and promote regional economic development. |
