With the expansion of the size of our economy which is highly dependent on the financial market also promotes the development of the financial market. That is a very good news for the banks, but it is a mixed blessing for the four major state-owned commercial banks. Nowadays many multinational financial group stationed. Small and medium-sized banks also have completed the re form and gradually grow. Also network financial blow on the face and come. The four major state-owned commercial banks exclusive financial feast scene has become history. Opportunity and ever-changing and open degree is more and more big, so financial sector is facing unprecedented competition in the market. At present, whether the competition or the small and medium banks to the network banking advance, rely on the strong support of information technology. However, as large state-owned commercial banks have so big size and the information technology system, most of them work step by step, respond to these rapidly changing business like an elephant that can’t dance. They are always busy balancing supervising demands, VIP companies, strategy goal and framework adjustment. Information system of H bank is in this situation too, facing the complex demands. On the one hand we are trying to meet the demand. On the other hand, we should also ensure that everything goes according to the operation process. Time and manpower often stretched. In this case, the project management officer from Shanghai branch of software center of the H bank also faces unprecedented challenges. They need to help organizations to adapt to environmental changes and play a greater value. The author is from state-owned commercial banks. I hope to combine the value of project management office in order to create more value to the organization and help the company to adapt changes in the environment.Any research should be related with the real world and based on the theory environment. The same to this paper. This paper comprehensively expounds the origin, connotation and development of PMO in IT industry. The background and the structure of H bank were introduced. And the position of PMO of Shanghai branch in the organization was emphasized. The problems faced by PMO of Shanghai branch are presented, such as the evaluation of the staff turnover and the low judgement from the leaders. By way of questionnaire on all levels in the organization from distinct roles, I make clearly of what is the problem that PMO is facing, and also analyses the reason with solutions as well. So the mainly reason is a large environmental impact brought to the information system reform. And also including small power and responsibility given, long management problems and lake of skills are also the causes. Referencing to other domestic PMO organization positioning and development strategy, considering the environment where PMO of Shanghai branch, I use fully grasp the advantages and disadvantages, to find out improvement strategies for PMO of Shanghai branch. They are working under the principle of the head office, solving problems at high levels, being a strong support to the implemental department, and enhancing staff skills etc.
