Phosphate resources are Large reserves but low grade in China, it has 3700 million tons. It is only less Morocco and ranks second in the world, but it has only 5.5 percent in the world. It is average grade is 16.8 percent and it is the lowest country. China products 120 million tons phosphate in 2014. It can only be mined about 30 years according to the current mining speed, but the world Phosphate resources can be mined about 304 years, so the protection of phosphate resources is not optimistic in China. Phosphate rock is mainly used for producing phosphate fertilizer, yellow phosphorus, animal feed and other, 67% of the phosphate rock used in phosphate fertilizer,. China is the largest country of producing and consuming phosphate fertilizer in the world as a result of the rapid speed development of phosphate fertilizer industry. Excessive application of is not only a waste of fertilizer, but also brings serious environmental pollution problems. While China is the largest country of fertilizer consumer, but the domestic fertilizer market is still oversupply, so we export a large number of phosphate fertilizer. China’s phosphate fertilizer production enterprises low their prices to gain market in the case of foreign phosphate fertilizer market downturn. The lower price formed vicious competition and disrupted the market order. Excessive exploitation of phosphate rock makes he excessive use and large export of phosphate fertilizer, it is no doubt that it is a threat to supply the phosphate rock.This paper is based on the "s" type of per capita GDP and per capita mineral resources consumption, through modifying the index, we establish a new more suitable system by per capita GDP and per unit area of farmland fertilizer to study and analyze phosphate fertilizer. By studying the changes of phosphate fertilizer consumption in different regions, we select which has a large change of phosphate fertilizer in Western Europe or a the stable consumption of phosphate fertilizer in North America and which China located is the Asian. Then we chose five countries of Western Europe, two countries of North America, two countries of Asia which have completed the agricultural modernization according to this index system to study and sum up the law of phosphate fertilizer consumption. Finally, we sum up China’s phosphate fertilizer consumption model based on the above nine countries of phosphate fertilizer consumption, the present situation of phosphate fertilizer consumption in China, the influence of phosphate fertilizer demand in China, and then we analyze the trend of phosphate fertilizer demand in China.We should except considerate domestic, but also the foreign phosphate fertilizer market because that we export a lot of phosphate fertilizer. We and then forecast the region where the typical countries located. We combine the demand in China to get the phosphate fertilizer demand all the world. The main productions of phosphate rock are phosphate fertilizer,the change of phosphate rock ‘s consumption is obvious if the production of phosphate fertilizer change.The main products produced by phosphate rock are phosphate fertilizer, the change of the output of phosphate fertilizer has the most obvious influence on the consumption of phosphate rock, so we get the demand of phosphate rock trend according to the trend of the supply of phosphate fertilizer. Considerate history production of phosphate rock in China and the trend demand of phosphate rock, we could contain the supply trend of phosphate rock. It will be a great significance to improve the degree of phosphate rock resources, it will be a important reference to formulate the policy of phosphate fertilizer development and phosphate rock mining for our country. Whether we should carry the "going out" strategy.
