Research On The Industrial Coordination Development In Beijing-Tianjin-Hebei Area

Beijing-Tianjin-Hebei Area is the biggest economy in the north of China, and it was also thought as possessing the best level of economic development all along the time in North of the Yangtze. With Yangtze River Delta in southeast and Pearl River Delta in South, they three were called Three Economic Circle of China. But during the process of its development, because of different causes, Beijing-Tianjin-Hebei Area has always been troubled with several issues such as large gaps between each sub-region, one-way flowing of factors to Beijing and Tianjin, shortage of effective and fair mechanism of industrial cooperation development. These issues brought a negative effect to the strength of the whole area. As a result, it is practically and theoretically meaningful of researching industrial cooperation development and constructing industrial cooperation mechanism which will promote the coordination.The thesis begins with the introduction of relative theories referring to Regional Economic Cooperation and industrial coordinated-development, including early classic theories of REC, modern location theory represented by the New Economic Geography and industrial transfer. Then according to the order of development history and present situation, there is the research of respective economic conditions of the three regions and their current industrial situation, and the indications of confronting issues about coordinated-development. The following is the empirical analysis contented with Shift-Share Analysis Method which is used to exploring the development of the three industries. All those results were separated into three shares as three impulses of the final development. Two shares known as structural Shift-Share and competitive Shift-Share of each industry were specially considered and compared, then it can be known that three regions have their own comparative advantage industry which means great potential of development, so they are perfectly complementary in industrial structure. Industrial coordinated-development can and should be set up and strengthened through enhancing multi-industrial cooperation among three regions. In the end, based on the present situation, the results and opinions above, the thesis gives policy suggestions of industrial cooperation, infrastructure, public service and establishment of a new government organization.
