The Research Of Operating Capacity Of Poor Farm Households Based On The View Of Accurating Poverty Alleviation

Poverty alleviation is the eternal topic of the human society,the management capability study is also the focus of attention in academic and practice field,eliminating poverty is a problem to be sovled in our country,which is also the demand of building a well-off society in an all-round way in 2020.Exporing the bottleneck in development of poor peasant households is the duty for the state and government,seeking development path of poor peasant households is the responsibility for every researchers of poverty alleviation,our country has carried out a lot of poverty alleviation policy after the reform and opening-up,which has achieved obvious effects.However,poverty problem is not completely solved and this problem in the minority areas is more serious.Latest task of poverty alleviation has pointed out the poor must be identified accurately and take targeted measures in poverty alleviation.Poverty alleviation must arouse the initiative and creativity of the poor and pay attention to cultivate their ability.It is an important way to solve the poverty problem with improving the management capacity of poor farm households.Therefore,the research of the management capacity of poor farm households is particularly important.Therefore,this text is based on the theory of poverty and anti-poverty,through the investigation of Guangxi sample farmers,analysis the present situation of management capacity of poor farm households,explores and analysis the reason of farmers’ poverty,through the compare with management capacity of poor farm households and urban family to study the specific poor management capacity of poor farm households,and provide policy and directions for improving the management capacity of poor farm households.Combine poverty alleviation with management ability,propose that regard improving poor peasant households as basic points and change "blood trsnsfusion"to "hemopoiesis",make the poor peasant households out of poverty from the source and reduce the risk of backing to poverty of poverty reduction mode. Thus be benefit for poverty alleviation department to deep the understanding of "hemopoesis" poverty problem and provide reference for making policy.The study shows that decision ability and marketing ability occupy an important position in the index of management capacity of poor farm households,peasant families need to improve the management ability, enhence the cultural quality of poor farmers, thus effectively inhence the ability of poor peasant households and increase poor peasant households’ income, realize the whole reign get rid of poverty and become better off.
