Study On The Precise Policy For Poverty Alleviation In Yunnan Province Supply Targets To The Demand Of Poor Peasant Households

Poverty is a worldwide problem that is even more prevalent in developing countries.Gorky said: "The root cause of all misfortune in human life is poverty." As the world's largest developing country,China's poverty reduction has never slackened.However,according to the statistics of China's statistics in 2014,according to the current poverty rate of US$1 per day,there are still 70.17 million poor people in China.After many rounds of poverty alleviation work,the most difficult part of China's current poverty eradication is poverty-stricken villages.Solving the “shortest board” problem of rural poverty is currently the most important task for poverty alleviation.Since the reform and opening up,during the implementation of the National Plan for Poverty Alleviation of Poverty(1994-2000)and the Outline of China's Rural Poverty Alleviation and Development Program(2001-2010),China's poverty governance has made tremendous achievements.There are 73 key poverty-stricken counties in the 129 counties of Yunnan Province,which are located in the southwest frontier and many other ethnic groups,and the proportion is above 60%.Among them,there are 7 provincial poverty-stricken key counties,85 concentrated contiguous areas and counties,and 6 Tianwo County and embedded counties.Therefore,the task of precision poverty alleviation in Yunnan is still extremely difficult.At present,the remaining poverty problem is not a problem in the district or the whole village or the entire village,but it is the issue of poverty alleviation among the individual poor households and the poor.This paper summarizes the issues of supply and demand that have occurred in the poverty alleviation work over the years and the implementation of the precision poverty alleviation policy in the current phase.The problems in the supply of poverty alleviation policies and the needs of poor farmers in Yunnan Province have been solved by taking Jijie Town as a typical case.A detailed analysis was made to propose countermeasures and suggestions for precision-targeted “targeted treatment”: First,improve the targeting of macroeconomic policies;second,improve the adaptability of the Middle-level policy;and 3,increase the pertinence of individual farmers' policies.
