The Localization Research Of Participatory Guarantee System (PGS)

The term’Participatory Guarantee System’(PGS) was coined after the joint IFOAM-MAELA alternative certification workshop in Torres, Brazil, in 2004. In order to analyze the system localization of development in China, we use research methods combining theory and empirical research in the case study, based on in-depth exploration of PGS developments abroad and their needs and environmental conditions, comparative analysis the system in China in the course of practice has been with the conditions and does not have restrictions, which made its localization strategy development, operation mode and promotional measures. In this paper, specific research ideas are as follows:First of all, in this paper, the small farmers, Participatory Guarantee System (PGS), localization and other key concepts are defined, the characteristics and principles of PGS, carding the PGS foreign general flow passage, and discuss the significance of PGS system development and its extension and the necessity of localization. Secondly, summarized the history of the overseas development of GPS, and the rapid development of the operating environment is that a large number of producers of organic agriculture, organic products under a lot of consumer demand and replace an existing certificate authentication rule in large numbers, and Brazil Ecovida PGS network the actual case to illustrate the practice of PGS run abroad. Then, it analyzes the emergence of a large number of Chinese local ecological agricultural producers, consumer demand for eco-agricultural growth potential and huge demand and other conditions possessed, and many smallholder producers, the lack of trust existing certification system and other restrictive conditions. Again, according to the merits of the existing local environment, it proposed PGS localization development needs of producers and consumers to take form alliances to expand ecological agricultural production, develop alternative certification rules and the establishment of agricultural trust system four strategies, combed PGS localization of running, and by way of example the center of Kunshan, Jiangsu Cheng Shan rice PGS, noting its use of established producers alliance, consumers Union, third-party groups, alliances and trust system strategy, feasibility studies proposed PGS local conditions for development, operation mode and strategies.
