The Study On Development Countermeasures Of Daqing National Agricultural Science And Technology Park

National Agricultural Science and Technology Park, as the carrier and platform of agricultural science and technology development, has played an important role in accelerating the development of agricultural regional economy, improving the overall efficiency of agriculture and increasing farmers’ income. Since 2001, the pilot construction work of National Agricultural Science and Technology Park was officially launched with the ascendant trend. So far, the State Ministry of Science and Technology and other six ministries approved the construction of five National Agricultural Science and Technology Park in Heilongjiang Province, overall, there is still a gap between the National Agricultural Science and Technology Park in Heilongjiang province with excellent domestic National Agricultural Science and Technology Park. The development of Daqing National Agricultural Science and Technology Park is relatively fast in five parks, and achieved some results. But at the same time, it also found some problems to be solved. In view of the problems existing in the development of Daqing Park is supplement and enrichment of the achievements in the National Agricultural Science and Technology Park, helping to promote Daqing Park efficient, healthy and sustainable development, ensuring the smoothly through the review and acceptance of the State Ministry of Science and Technology, at the same time, it can put forward reasonable basis for decision making in practice for government departments and related agencies and offer advice and suggestions for better development of National Agricultural Science and Technology Park in Heilongjiang Province.Through on the definition, characteristics, function orientation and development mode of Agricultural Science and Technology Park, this paper bases on the growth pole theory, systematic engineering theory, technology induced change theory and theory of technological innovation, uses literature analysis method, survey research method, normative analysis method, AHP-FCE and combining induction with deduction for further research, takes Daqing Park as the research object, first of all, bases on park development present situation by summarized the date from Science and Technology Department of Heilongjiang Province and the material from field survey, normative analyzes the problems existing in the development of the park, the analysis shows that there are problems such as funds for investment in infrastructure inadequate, science and technology innovation ability is not strong, science and technology service system is not perfect, management business model is imperfect and so on. Secondly, bases on the existing problems of Daqing park from the normative analysis, with the related to the specific data of Daqing Park development in 2014, uses AHP-FCE method for comprehensive evaluation of development level of Daqing Park. The results show that the comprehensive development level of Daqing Park is good, the economic benefit is better, social benefit is poor,and the park scale, infrastructure, organization and management, science and technology, ecological benefits are in the middle. At the same time, according to the evaluation process found the park scale, infrastructure, organization and management, science and technology, economic benefits, social benefits and ecological benefits of Daqing Park exist certain problems. Thirdly, combines with the successful experience of Changji, Yangling, Jinzhou National Agricultural Science and Technology Park, gets some enlightenments, such as the focus on supporting the development of leading enterprises, vigorously promote the application of digital agriculture and actively carry out a full range of services. Finally, bases on the problems of the paper from the normative analysis and empirical analysis, combines with enlightenments from the development experience of three parks, puts forward countermeasures and suggestions for promoting the development of Daqing Park, including position functions of the government in the construction and development of the park accurately, optimize the mechanism of Daqing National Agricultural Science and Technology Park, strengthen the role of the park demonstration and strengthen the support of leading enterprises in the park.
