Recently, energy and environmental problems have been increasingly valued by the world. Energy and environmental problems are mainly refers to the energy shortage and environmental pollution. As is known to all, energy is an important factor to influence the development of the society, while the environment is survival to human. So the problem of energy and environment is directly related to the survival and development of human society. According to the survey, the traditional economic modem is a single-way flow of the material, which consists of "resource-production-pollution emission". In this economy modem, people want to explore more and more energy. Then, a large number of emissions are discharged into the environment in the process of manufacturing and consumption. It worth noticing for us, the resources is often disposable used. The traditional economic modem turns resources continuously into the waste to achieve economic growth, which eventually led to the natural resources shortage and exhausted, and led to the disastrous consequences of environmental pollution. Obviously, this kind of modem is against to the sustainable development in China. China advocates the establishment of resource-saving and environment-friendly society. We not only develop the economy, at the same time, we also need to conserve resources and protect the environment.In order to improve the efficiency of energy utilization and environmental protection, it is necessary to research the energy and environmental efficiency in the process of industrial production. Data envelopment analysis (DEA) is used. It is developed for more than thirty years. And become the powerful evaluation tools.Traditional DEA efficiency evaluation is mainly aimed at the efficiency of energy utilization or environmental protection, the consideration aspect has a certain unilateralism. In this paper, on the theoretical basis of dynamic network DEA, there are two empirical researches. Firstly, the two stages are the energy system and the environmental system. This study evaluates the efficiency of energy saving and emission reduction, including benchmarks for improvement, of 27 regions in China. Second, more complex empirical study considering the intermediates, link, and carry-over factors in the whole coke production chain.
